This study aims to analyze how privatization has been debated and faced in the City
Health Council in Uberaba/MG, in order to understand the institution’s role in such
process. The study was built on literature revision, bibliographical research,
documentary research and field study, in which 2016/2020 counselors were
interviewed (governmental and non-governmental). To perform such analyses, we
relied theoretically and methodologically in Dialectical and Historical Materialism, as
an efficient view to attain reality and understand as a whole. Results indicate the
privatization process in the city did not occur in an unanimous manner between
councilors. Disagreements were observable in different positions taken from councilors
representing users and those representing the government. The advancements in the
counter reform process in health policies in Uberaba aims on rationalization, benefiting
some private sector interests through public-private agreements and hasn’t been
observing social control institutions. However, the council puts itself as a place that
could resist such process. In the end, studying the City Health Council in Uberaba led
to the conclusion that it is a space with some important limits in the debate, but that
must be evaluated in the light of its potentialities, as well as of the debates and
articulations between those who represent different interests related to the process.
