- Item"Aos pescadores, a modernidade!": trajetórias da política pesqueira na regulação da pesca artesanal(Universidade Federal do Espírito Santo, 2018-02-20) Cyrino, Carolina de Oliveira e Silva; Trigueiro, Aline; Knox, Winifred; Almeida, Marcelo Fetz de; Rosa, Teresa da SilvaThis work is about on a 90-year temporary lapse of brazilian fishing policy, bringing an aproach that braids sociology and history, with the objective of analyzing how artisanal fishing and fishermen are identified and regulated in the trajectories of fishing policy. It should be emphasized that modernization and the developmentalism ideal were important strategies in the political actions taken by the State, which still rebounding today, especially in the artisanal activity, considering that this was hold over throughout the process of modernization of the fishing that has been altering both the environment of fishery production, such as the social reproduction of fishermen and their communities. From this problem, through documentary examination of rare historical records and analysis of normative content, we specifically sought to analyze the fishing policy from the project of nationalization of fishing (1919), which created the colonies of fishermen in Brazil until the National Fisheries and Aquaculture Development Policy (2009). Was also analyzed the forms established by the State in the identification and regulation of artisanal fishing and fishermen and, consequently, the reverberations of the developmental model in the political actions directed at artisanal fishing. In this way, this study brings the reflection on a developmental idea assumed by the State, which marks a modern logic of being and living, producing recurrent processes of social exclusion for those who are classified as backward or incapable of contributing to the country progress, in particular, artisanal fisherman.

Issues related to the level of family supervision received by the interviewees and contexts of tension in the domestic environment were discussed, as well as the interaction of these aspects with social learning aimed at the practice of illicit activities, using Polakowski (1994), Matsueda (1982 and 2010) and Silva (1999) as theoretical references. The findings related to social control and the factors that lead to giving up criminal activities were analyzed based on Shapland & Bottons (2017) and Junger-Tas (1992). The reports about the dynamics of marijuana use by the interviewees and how they articulated the use of this substance in their life stories and at the time of the interviews were interesting questions that also deserved analysis in a specific chapter, based on Alves (2015), Becker (2008), Rosa (2014) and Zinberg (1984). It was debated about the different meanings attributed by the interviewees to drug trafficking and the different reasons that led them to engage in these practices, as well as the logic behind the legal framework and the treatment of this conduct by the State, starting with Boiteux et al (2009), Lyra (2013) and Misse (2010). It was also discussed about the level of rationality and reflexivity presented by the interviewees for the illicit practices in which they were involved, using Becker (1968), Elster (2015) and Wikström (2017) as references. As a control group was carried out with the objective of validating the findings obtained from the first group of interviewees (residents in Piúma/ES who knew the professional condition of the interviewer), it was discussed the differences in the findings between the two groups on the topic of prison, based on Goffman (2014), Foucault (2014) and Christie (2018). The elements related to the theme of stigma were also analyzed, which only appeared in the first group of respondents, starting with Goffman (2017) and Bissoli (1997). Finally, the questions obtained in the interviews about the military police were discussed, especially the elements brought by the interviewees in the control group, based on Lima (2019), Misse et al (2013), Westley (1970) and Zaccone (2015).

Such processes forge what Abdias Nascimento called the Genocide of the Brazilian Negro in the 1970s, punctuating its colonial roots and eugenics character in the post-abolition republican turn. Following the leads of Abdias, but also the struggle for the right to life and human dignity by black subjects and collectives throughout the history of Brazil, the present research has the genocide of the black population in social theory as an object of analysis. It then seeks to analyze if/how different social theories have dealt with the racial and colonial character of the genocide that involves the black population, especially those produced in the Social Sciences. For this, a combined literature review (systematic and narrative) was carried out to investigate the discussion in the Social Theory of Genocide (Genocide Studies), in the Social Theory of Racism, in the Social Eugenics Theory, in the Social Theory of Death and, still, in Contemporary Social Theory produced in Brazil. Thus, the resulting theoretical cartography shows that despite its contributions to the conceptualization and typology of genocide, Genocide Studies have been insufficient in the racial and colonial understanding of genocide, even ignoring the relevance of eugenic theories. On the other hand, eugenics social theory was a precursor of genocide theories, inaugurating a scientific understanding of racism and proposing different forms of eugenics (positive, negative, preventive, matrimonial, among others) to achieve racial hygiene, genocide. In turn, it is possible to understand the faces of genocide from other nomenclatures as revealed by social theories of death, although in general they tend to neglect the relationship between death and racism. Despite this, the black intelligentsia has tried to debate the genocide experienced by the black population since the process of slavery and colonization of the Americas to the present day. In this sense, I point out a typology of genocide experienced by the black Brazilian population that goes through physical genocide, social genocide, symbolic genocide, and political genocide, which are related and feed back in the face of socioeconomic, environmental, symbolic and political inequalities that forge racism. I also discuss the construction of a political-affective hygienist culture that trivializes the genocide of the black population because its construction is linked to a project-desire of a white Nation. Finally, I write the final considerations in the form of a Letter-Manifest for the institutions and researchers of the Social Sciences that have neglected not only the subject of study, but, above all, a reality that afflicts us since the tomb ships of the transatlantic traffic. The research points out the importance of Social Sciences to engage in the social, political and symbolic analysis of death and genocide that involve the black population and their interfaces with eugenics, death, racism and violence, especially in the Brazilian reality whose hygienist-eugenicist culture presupposes the naturalization and legitimation of genocidal practices of segments of the national population, which historically have been denied the right to life, human-dignity and citizenship. It is hoped that this research will contribute to the development of a forensic sociology that highlights the eugenicist-racist character of death and genocide and helps to understand the technologies-mechanisms through which the mass hygienism-annihilation of the black population by operational forms that directly and indirectly lead to death.

The attention given to the species is mostly due to the media coverage, that report the increase in sightings of the species in the state, thus allowing the tourism activities (and not only them) to gain economic and social-cultural relevance. That context has allowed the whale to become the focus of different conservation efforts and triggered a series of researches, studies, initiatives and projects in favor of protecting the species and the production of useful knowledge, and appears to have built different engagements between the actors involved. The objective of this dissertation is to analyze the ways in which these different relationships occur between the human agents that work with the species and the species itself, and how whale watching tourism is being mobilized in Espírito Santo, Brazil. Based on a content analysis of the national and international techno scientific production on the subject, we did a research on the human agents involved with humpback whales in Espírito Santo and had some contacts with them through semistructured interviews and questionnaires about the subject.
