- ItemMovimento feminista e Estado : políticas públicas para mulheres no governo estadual do Espírito Santo (2003-2016)(Universidade Federal do Espírito Santo, 2019-04-10) Oliveira, Daniela Rosa de; Nascimento, Euzeneia Carlos do; Souza, Luciana Andressa Martins de; Szwako, José Eduardo LeónThis dissertation aims to analyze the interactions between the feminist movements and the government of the state of Espírito Santo in the production of public policies for women, understanding how this process of socio-state interaction, its configuration and dynamics occurs. The period analyzed was 2003, when the Secretariat for Policies for Women (SPM / PR) was created, the first managing body of the Federal Government, until 2016, the year of implementation of the Secretariat for Policies for Women in the State Government. The assumptions of analysis are based on Brazilian studies that demonstrate that social movements develop complex and diversified relations with the state rather than being pure, coherent, and stable models, many of which combine multifaceted dimensions of collective action, thus effecting multiple possibilities of interaction. To this interpretative key are added the theory of the political process, especially the concept of repertoire of collective action and repertoire of interaction, and historical neoinstitutionalism with its notion of institutional fit, mobilized as analytical lenses. Complementing the theoretical framework we include the concept of institutional activism and the contributions of feminist studies. We will take up this challenge of contributing to the theory of social movements and feminist theories in stripping this field of relations between civil society and the State, especially on the configurations of socio-state interactions in the Brazilian context post 2000. The analysis of the data points to changes in the repertoire of action and interaction of the feminist movements of the Capixaba, including their positioning in relation to the State, which ranged from a situation of opposition or even indifference, to the search for a direct relationship focused on politics public sector, by acting in the state spaces either through the participatory institutions, or of the occupation of positions in the bureaucracy. The data were collected through in-depth interviews conducted with feminist activists active in both the movement organizations and the state bureaucracy, to which a set of documentary data collected throughout the research will be associated.
- ItemO campo de mobilização do direito contra os transgênicos :repertórios, atores e enquadramentos(Universidade Federal do Espírito Santo, 2016-05-25) Bissoli, Luiza Duarte; Losekann, Cristiana; Machado, Igor Suzano; Maciel, Débora AlvesIn this dissertation, we seek to make the Field of Mobilization of Law against GMOs (FMLG) through actors, arenas and strategies that influence and relate to AS-PTA (in portuguese, Assessoria e Serviços a Projetos em Agricultura Alternativa - Consultancy and Services for Projects in Alternative Agriculture) and IDEC (in portuguese, Instituto Brasileiro de Defesa do Consumidor – Brazilian Consumer Protection Agency). Both associations show how not every alliance is between actors with the same objectives and the same specific strategies. Contrariwise, the tow cases denotes how different entities can come togetherwith strategies that complement each other depending on social, political and economic context. In addition, both have diverses repertoires and forms of action, including specialization on issues and strategies. The political discussion we want to establish around the transgenics runs through multiple social fields – social science, law and natural environment. Because of that, we choose for a multiple research techniques. Our main theoretical references are: researchers who use a historical perspective in view of political process, as Tilly (2010) and Tarrow (2009), researchers from the mobilization of law, and relational approaches like Rucht (2004), and interpretation, especially McCann (2006, 2010). Finally, we conclude that we have in the case of transgenic very low accountability, revealing a poor democratic political system in treating on technical issues and policy. Still, the judiciary has shown an open power to many demands of civil society. This work goes against the idea of generalizing social movements as hyposufficient, and reveals the importance of the performance of organizations in this particular conflict.
- ItemTecendo relações: ação coletiva entre empresários do arranjo produtivo local de confecções de Vila Velha(Universidade Federal do Espírito Santo, 2017-04-28) Pereira, Flavilio da Silva; Colbari, Antonia L.; Zanqueto, Hélio; Araújo, Paulo MagalhãesThe aim of this research is to analyze the occurrence of collective actions in the confections industry cluster in Vila Velha, Espírito Santo. In order to do that, we identified the relationship between the trust level among the small entrepreneurs, participation in associations of common interests and the emergence of collective actions. In seeking to respond to the research objectives, we collected quantitative data from an application based on the Integrated Questionnaire to Measure Social Capital (SC-IQ), developed by the World Bank. The aspects explored allowed us to create trust, participation and collective actions indicators. We analyzed the indicators in accordance with collective action, social capital, trust and participation theories. We identified the existence of social capital strengthening limitations in the confections industry cluster. Indicators analysis pointed to fragile trust between small entrepreneurs and the local state and federal institutions, besides a restricted participation in public affairs. Another important insight has shown that trust factor does not significantly influence promotion of collective action.
