Resumo
The present work aims to study the scenario of e-government in the State of Espírito Santo, identifying and analyzing the stages of maturity where it is the portal www.es.gov.br as the concepts ONU (2003, 2008) about the use of information technologies and communication, and investigate the possibility of broadening political participation through the website s electronic PPA Online that receives the demands of the population to be incorporated into the statewide multi-year plan. To achieve the goals, we chose to understand the electronic government while the presence of virtual information, content, services that governments offer their citizens on the Internet, in order to promote more effective management, transparency and participation online. Adapted to the level of maturity of e-government and the ONU criteria for evaluating institutional arrangements online. Through the guidance and navigation building a framework of evaluation was possible to diagnose the stage of development of e-government in the state of Espírito Santo and check the hypothesis of political participation. The results confirmed the need for state governments need to rethink their policies and practice of electronic government, especially regarding the relationship with the citizen. Despite the identification of innovative practice in the portal, stood out more, inefficiency in providing the same services to the public and in providing channels of participation. So establish an effective communication channel between citizen and government, should be the first step towards legitimization of e-government in the Espírito Santo.
