Resumo
The present study proposed, given the possibility of entering the field of movements fighting for housing that compete in the Metropolitan Region of Greater Vitória/ES (MRGV), to analyze the games of force that are set up in the relationship between subjects who assert their existence to from the occupation of land and some modes of operation of the State. To this end, a discussion begins based on the concept of territory, seeking to understand the processes that forge and move, mainly, Brazilian territories that, since the colonial invasion, have been the subject of dispute. Then, it is discussed how the movements of struggle for housing and selective occupation are possible producers of line(s) of escape from hegemonic and colonizing models of organizing spaces by risking designing other city contours capable of inciting processes of deterritorialization. To the extent that the action of some public policies and state practices can constrain some of these movements, ensnaring them, recapturing them, preventing the production of other life possibilities, thus guaranteeing a reproduction of capitalist and neoliberal logic. To construct these analyses, the field of urban and peri-urban occupations of the MRGV was accessed through cartographic movements of approximation and monitoring of processes. Excerpts from this experience are linked to this research through scenes that, amid denunciations and announcements, analyze the relationship between the social and institutional movements that disputed the city's layout. These scenes and the discussions they call for are organized into three axes of analysis that address: the power of affirmations of belonging and sharing practices announced by occupation movements; the State's position in favor of the absolute defense of property rights and some state practices that seem to persecute, surprise and capture movements that challenge established limits
