Resumo
This work aims to analyze the economic and technological risks associated with concentration of coastal energy activity in Linhares, Espírito Santo, and evaluate the ability of the legal instruments of the municipality in managing these risks. To this end, based on analysis of the coastal space organization, we sought to identify, characterize and delineate the potential conflicts of land, soil and water use, as well as potential chronic and accidental processes of environmental degradation and health of local populations resulting from the concentration of energetic activity. From this evaluation, a discussion is proposed about the limitations and possibilities of municipal instruments to control the use and occupation of land and the management of identified risks. Thus, as a result, the paper presents diagnoses of geographic relationships among populations and local activities as well as energetic activity in terms of risks, and pointed out flaws and possibilities of legal instruments of territorial management of technological and economic risks associated with energetic activity.
