Resumo
The aim of this research is to analyze the occurrence of collective actions in the confections industry cluster in Vila Velha, Espírito Santo. In order to do that, we identified the relationship between the trust level among the small entrepreneurs, participation in associations of common interests and the emergence of collective actions. In seeking to respond to the research objectives, we collected quantitative data from an application based on the Integrated Questionnaire to Measure Social Capital (SC-IQ), developed by the World Bank. The aspects explored allowed us to create trust, participation and collective actions indicators. We analyzed the indicators in accordance with collective action, social capital, trust and participation theories. We identified the existence of social capital strengthening limitations in the confections industry cluster. Indicators analysis pointed to fragile trust between small entrepreneurs and the local state and federal institutions, besides a restricted participation in public affairs. Another important insight has shown that trust factor does not significantly influence promotion of collective action.
