To follow this scenario of changes, it becomes necessary to create mechanisms in its management to act as a trainer of servers with skills and competence. Inserted in this context are the Federal Institutes of Education, which in compliance to Act n.º 11,091 of January 12, 2005, were forced to implement the performance evaluation as part of the process of development of technical-administrative in education (TAE) in the career. In this way, we sought to analyze the process of evaluating the performance of the technical-administrative servers at the Ifes – Vila Velha campus, with indicative possibilities of main actions that can guide to transform the current process into a management tool. This is a qualitative and quantitative research. All the necessary data were collected by semi structures interviews with managers and technical administrative employees of the campus and also documented researches. Based on the results of the interviews and researches, it was possible to consider that the current performance evaluation hardly contributes with the development of the institution and the technical administrative employees in relation to quality, professional qualification and work environment, placing the basically as a requirement for Progression by Merit with its financial effects. In order to contribute to the development process of the evaluation of the performance of the TAE employees, a set of actions is proposed at the end of the research aiming to make this procedure an instrument that brings about effective improvements of the human performance and, consequently, of the public service. Besides the quantitative growth, it is also imperative to improve the courses quality. In this regard, evaluation processes were created by the Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES). In this way, knowledge management, information quality and Institutional Repositories are fundamental for the evaluation process, which has as its important criterion the scientific production in the dissertation modality. However, the necessary information is not available or even explicit as needed for course management. Thus, the purpose of this research is to identify the information needs based on dissertations, as a way to support the coordination of the professional master's degree in Public Management (PPGGP) of the Federal University of Espírito Santo (UFES) regarding the evaluation carried out by CAPES and program management. To this end, a qualitative research was carried out in which bibliographic review, documentary survey and interviews were used as a form of data collection and, subsequently, a qualitative analysis was performed. After analyzing the results, a set of informational needs arising from the dissertations were identified, whose relevance was assessed by those responsible for the study object. It was found that the needs identified go beyond those represented in the institutional repository of UFES, such as technical product, organization studied, methodological aspects of research, applicability, relevance, among others. From that point, an online registration form was proposed using UFES survey tool, based on the LimeSurvey software, for the collection of dissertation data that will later subsidize the course management and may assist in the adaptation of a future metadata model for the Institutional Repository

In this context, the Digital Functional Settlement (AFD) was developed within the bodies and entities of the Civil Personnel System of the Federal Public Administration (SIPEC), with the aim of storing and managing public servants' documents, simplifying access to information. However, not all public institutions have managed to make progress in implementing the AFD in their personnel management units. Given this scenario, the following question was raised: What are the obstacles to implementing the AFD in the personnel management units of a federal educational institution? The general aim of this research was therefore to analyze the obstacles to implementing AFD in the IFES.The methodology employed combined documentary and bibliographical research, with a qualitative approach that included a structured interview with the Director of People Management at the institution under investigation and the application of a questionnaire in its people management units. The results revealed that the implementation of the AFD is still at an early stage, facing a number of obstacles ranging from a lack of human resources to the infrastructure needed for the process, including hiring an outsourced company, acquiring equipment and the absence of archive professionals in the processes, as well as issues related to the internal regulation of procedures. Despite the measures adopted by the institution over time to boost implementation, there are still aspects to be considered in the face of the obstacles identified, making it necessary to adopt actions to promote this progress. Given this scenario, an action plan was drawn up to help the people management units overcome the obstacles and make progress in implementing the AFD
