    Public administration has been subject to constant criticism regarding its efficiency, effectiveness and quality in the services provided. To follow this scenario of changes, it becomes necessary to create mechanisms in its management to act as a trainer of servers with skills and competence. Inserted in this context are the Federal Institutes of Education, which in compliance to Act n.º 11,091 of January 12, 2005, were forced to implement the performance evaluation as part of the process of development of technical-administrative in education (TAE) in the career. In this way, we sought to analyze the process of evaluating the performance of the technical-administrative servers at the Ifes – Vila Velha campus, with indicative possibilities of main actions that can guide to transform the current process into a management tool. This is a qualitative and quantitative research. All the necessary data were collected by semi structures interviews with managers and technical administrative employees of the campus and also documented researches. Based on the results of the interviews and researches, it was possible to consider that the current performance evaluation hardly contributes with the development of the institution and the technical administrative employees in relation to quality, professional qualification and work environment, placing the basically as a requirement for Progression by Merit with its financial effects. In order to contribute to the development process of the evaluation of the performance of the TAE employees, a set of actions is proposed at the end of the research aiming to make this procedure an instrument that brings about effective improvements of the human performance and, consequently, of the public service.     This is a Professional Master's Dissertation resulting from a study that aimed to investigate the judicialization of the admission processes for undergraduate programs at the Federal University of Espírito Santo (UFES). The need to reconcile the interest in accessing public higher education in Brazil with existing regulations, inclusion policies, and the State's budgetary constraints has increased the complexity of the admission processes. Simultaneously, the 1988 Federal Constitution expanded the possibilities for access to justice and the role of the Judiciary. In this context, the judicialization of admission processes has become a frequent trend, and UFES, particularly as the only public university in the state where it is located, is not immune to this phenomenon. The research is documentary, descriptive, and explanatory, conducted through a mixed-method approach. Quantitative and qualitative stages of document analysis were carried out on the judicial cases available on the virtual page of the Federal Regional Court of the 2nd Region, related to admission to UFES undergraduate programs. The results present an overview that highlights the increase in the number of lawsuits between 2018 and 2023, as well as the Judiciary's involvement in implementing public policy for higher education admission. The phenomenon predominantly involves sensitive issues, such as the quota system. Moreover, the analysis of the judicial decisions related to these cases demonstrates that there is no judicial activism in the content of the decisions, that the rulings are primarily based on factual matters and principled and jurisprudential arguments, and that UFES is the losing party in a minority of cases. However, the rulings against the University—especially those that provisionally mandate enrollment—have significant consequences for public administration and students. Therefore, the study of the judicialization phenomenon reveals weaknesses, potentialities, and solutions for public administration, making it possible to outline recommendations that contribute to improving the admission processes for undergraduate programs at UFES, in order to prevent recurring legal disputes.

    The present study proposes a model of efficiency analysis in public management, focusing on the efficiency of Espirito-santenses Municipalities in applying public resources in education during the year 2015, with emphasis on the evaluation of efficiency in the final years of Elementary School. For this purpose, a DEA model was proposed where DMU and DMV were defined for the problem. Based on this DEA model, educational efficiency scores were measured through Data Envelopment Analysis (DEA). We sought to consider the financial and performance indicators of education and Municipalities. We analyzed 53 Municipalities of Espírito Santo. The results showed that in the period evaluated there were high levels of educational inefficiency. The results indicate that a significant part of the municipalities of the State need to review their public policies directed to education, especially the allocation of resources

    The Professional Master's Degree (MP), since its creation in the late nineties, is increasingly gaining relevance in Brazilian Graduate scenario. Besides the quantitative growth, it is also imperative to improve the courses quality. In this regard, evaluation processes were created by the Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES). In this way, knowledge management, information quality and Institutional Repositories are fundamental for the evaluation process, which has as its important criterion the scientific production in the dissertation modality. However, the necessary information is not available or even explicit as needed for course management. Thus, the purpose of this research is to identify the information needs based on dissertations, as a way to support the coordination of the professional master's degree in Public Management (PPGGP) of the Federal University of Espírito Santo (UFES) regarding the evaluation carried out by CAPES and program management. To this end, a qualitative research was carried out in which bibliographic review, documentary survey and interviews were used as a form of data collection and, subsequently, a qualitative analysis was performed. After analyzing the results, a set of informational needs arising from the dissertations were identified, whose relevance was assessed by those responsible for the study object. It was found that the needs identified go beyond those represented in the institutional repository of UFES, such as technical product, organization studied, methodological aspects of research, applicability, relevance, among others. From that point, an online registration form was proposed using UFES survey tool, based on the LimeSurvey software, for the collection of dissertation data that will later subsidize the course management and may assist in the adaptation of a future metadata model for the Institutional Repository

    With the growing use of digital media in public sector administrative activities, such as the creation, processing and storage of documents, paper is gradually being replaced due to the practicality and space savings offered by digital formats. In this context, the Digital Functional Settlement (AFD) was developed within the bodies and entities of the Civil Personnel System of the Federal Public Administration (SIPEC), with the aim of storing and managing public servants' documents, simplifying access to information. However, not all public institutions have managed to make progress in implementing the AFD in their personnel management units. Given this scenario, the following question was raised: What are the obstacles to implementing the AFD in the personnel management units of a federal educational institution? The general aim of this research was therefore to analyze the obstacles to implementing AFD in the IFES.The methodology employed combined documentary and bibliographical research, with a qualitative approach that included a structured interview with the Director of People Management at the institution under investigation and the application of a questionnaire in its people management units. The results revealed that the implementation of the AFD is still at an early stage, facing a number of obstacles ranging from a lack of human resources to the infrastructure needed for the process, including hiring an outsourced company, acquiring equipment and the absence of archive professionals in the processes, as well as issues related to the internal regulation of procedures. Despite the measures adopted by the institution over time to boost implementation, there are still aspects to be considered in the face of the obstacles identified, making it necessary to adopt actions to promote this progress. Given this scenario, an action plan was drawn up to help the people management units overcome the obstacles and make progress in implementing the AFD

    Research and innovation play fundamental roles in enhancing healthcare, and in Brazil, this commitment was established by the 1988 Federal Constitution and reinforced by policies such as the National Policy on Science, Technology, and Innovation in Health (PNITS) and the Research Priorities Agenda of the Ministry of Health. At the state level, this agenda became strategic with the creation of the Capixaba Institute of Teaching, Research, and Health Innovation (ICEPi) in 2019. Since its inception, ICEPi has developed projects aimed at scientific, technological, and innovation development, working in partnership with municipalities and other health services. Despite significant results achieved, which contributed to improvements in access and quality of healthcare services in Espírito Santo, it is still necessary to optimize methods for implementing innovations, aiming for greater efficacy and sustainability. Thus, this research aimed to propose strategies to increase the effectiveness of implementing innovations in public health in Espírito Santo. The methodology adopted was applied, exploratory, and used a quanti-qualitative approach through action research. To collect quantitative data, an online questionnaire based on the domains of the Consolidated Framework for Implementation Research (CFIR) was administered to a sample of 34 participants. For qualitative data collection, a focus group with a sample of 5 people was conducted, with the group moderated and guiding questions also based on the CFIR. Data integration was performed through side-by-side comparison. The results of this research identified the main facilitators and barriers in the implementation of innovations in public health in Espírito Santo, such as the adaptability of the innovation to local needs, the existence of partnerships and connections with external entities, and the internal infrastructure of health organizations. Based on these findings, a roadmap for implementing innovations in the SUS-ES was developed, structured in seven main stages: evaluation of the internal and external environment, innovation planning, stakeholder engagement, team training, implementation with continuous adjustments, and sustainability and expansion of the innovation. This roadmap offers the steps and activities to guide managers and health professionals in introducing new practices and technologies, promoting a culture of continuous and sustainable innovation
