A utilização das praias como espaços de esporte e lazer : tensões entre o público e o privado

The present study aims to investigate the relation between government and the private sector in the use of the beaches in the municipality of Vila Velha / ES as sports and leisure spaces, analyzing whether and how policies formulated for use of beaches can focus on citizen access to sport and leisure, in the period 2009-2012. This is a qualitative study, using as research plans the descriptive and explanatory studies. The completion of the study occurred in stages, consisting of literature, collection of documentary data, field integration and finally, data analysis, using the content analysis technique. (Bardin, 2009). The survey results show that the Department of Sports and Recreation Vila Velha / ES, through the policies implemented, did not seek to ensure citizen access to sport and leisure, considering that these policies do not address the management of public spaces and sports practices and leisure. In addition, partnerships with the private sector are not institutionalized and do not provide the free access to citizens, jeopardizing the right constitutionally provided of access to sport and leisure.
