- ItemEducação física e cidadania : a gestão da Secretaria de Educação do Município de Vitória(Universidade Federal do Espírito Santo, 2012-03-31) Silveira, Ana Carolina Godoi da; Borges, Carlos Nazareno Ferreira; Araújo, Gilda Cardoso de; Della Fonte, Sandra SoaresThe objective of this research is to understand what are the actions of the Vitória Municipal Secretary of Education (Seme) for Physical Education as a curriculum component acts to promote and ensure citizenship. The relevance of the research is to discuss the importance of citizenship education in school as well as survey data indicate that the actions of the educational administration of the city to ensure that physical education meets one of its objectives: the formation of citizens. This is a qualitative research of an exploratory/descriptive. For the acquirement of informations, we used documents from Seme, and a meeting with a focus group composed for Physical Education teachers who work in administrative Secretariat. The development of the study was conducted in three stages: at first, a literature review was conducted; in the second stage, there was a documentary analysis of the curricular guidelines of the City of Vitória (PMV), and Law 4747/98 establishing the Education System of the City; in the last step, we conducted a focus group with managers from Seme with degrees in Physical Education. The technique used to tabulate the informations, was the content analysis, which provided for a cut of the texts according to content more significant for the later grouping and categorization of units answers. Through the methodological approach described above, it was possible to understand the organization / operation of the Sports Coordinating, as well as their actions towards that Physical Education is recognized as a promoter of citizenship and work with the civic education. Expressions like "citizenship", "justice", "participation" and "emancipation," appear more in the discourse of managers, unless the documents, and almost nothing in the actions. Thus, we point few are the systematized strategies through Seme for the physical education as a curricular component, can cooperate with the citizenship formation.
- ItemIntersetorialidade, descentralização e empreendedorismo na gestão pública de esporte e lazer no estado do Espírito Santo(Universidade Federal do Espírito Santo, 2012-02-01) Silva, Dirceu Santos; Borges, Carlos Nazareno Ferreira; Mello, André da Silva; Araújo, Paulo MagalhãesThe goal of this research is to investigate and discuss the management of state government sport and leisure in the state of Espírito Santo, with a focus on the principles of intersectoral, decentralization of political action and entrepreneurship, as well as check (in) existence of democracy and innovation in management public. It is a descriptive and interpretive, qualitative approach, which was developed in three stages: the first was based on a literature in the second phase was carried out documentary analysis of official documents Sesport, ES 2025 development plan and Official Gazette of the Holy Spirit, and the last step was carried out semi-structured interviews with managers Sesport. Data analysis, the technique used was content analysis, which allows for a cut of the texts according to content more significant for the further grouping and categorization of response units. It was found that the state of the Holy Spirit through Sesport has developed a public administration management, with neoliberal perspectives and focus on results. Evidence were found inter-sector, decentralization and entrepreneurship so simplistic and incipient, aiming only to improve efficiency and effectiveness of public administration in view of economic development. In no time, intersectional categories, decentralization and entrepreneurship are mentioned and used as elements of democratization of the shares, access to rights, citizenship, minimizing inequalities, problem solving and social inclusion. Finally, it was found that the Sesport prioritized the dimension of sport performance, with the aim of strengthening the identity of Espirito Santo and improve the image of the state, establishing the dimensions and secondary education and sports participation
