Introduction: Syphilis still affects a significant number of pregnant women worldwide, whose infection can occur at any stage of pregnancy. Consequences of untreated maternal syphilis include miscarriage, stillbirth, premature birth, and newborns with clinical signs of congenital syphilis. The involvement of the sexual partners of pregnant women with syphilis in the investigation and treatment process is essential. However, this is a difficult strategy, increasingly demanding interventions based on multifactorial assistance from the professional nurse, with a view to a more effective approach and more assertive monitoring, anchored in nursing theories and in the production of more robust and standardized records. Objectives: To develop an instrument for monitoring pregnant women and sexual partners with syphilis monitored in Primary Care, as well as to validate this instrument with primary care nurses in the city of Vitoria. Methodology: It is a methodological study, carried out in three phases, where the first was the carrying out of the integrative literature review in order to identify the empirical evidence, according to basic human needs, for the monitoring of syphilis in pregnant women and sexual partnerships, followed by the second phase with the construction of the study instrument based on the identified evidence. The final phase occurred with the validation of the structured instrument, by 26 primary care nurses in the city of Vitoria, who work in the care of pregnant women with syphilis and sexual partners. Results: This research resulted in the development of a monitoring instrument for syphilis in pregnant women and sexual partnerships, through the identification of 69 empirical evidence, which after validation by judges resulted in 20 evidence, which distributed according to the NHB, resulted in the statement of the instrument. It also led to the validation of the instrument by 26 nurses who identified it as adequate, with clear language, functional and relevant to the professional practice of nurses. Product: Monitoring Instrument for Syphilis in Pregnant Women and their Sexual Partners. Conclusion: The study enabled the development and validation of a monitoring instrument for syphilis in pregnant women and their sexual partners, constituting a surveillance strategy for this condition, with its potential for organizing the work process of nurses in the scope of primary care being noticeable, with actions aimed at health surveillance.
