Resumo
Since the 20th century, the scientific community has observed climate changes on the planet caused by the warming of its average temperature. And, the increase in the intensity and frequency of adverse events resulting from this change in the climate is expected, such as: droughts, storms, heat waves, rising sea levels, among others. And, to deal with this scenario, cities must be able to adopt adaptation strategies, and, specifically in relation to cities located in coastal areas, there is concern about rising sea levels. It is considered that the risks to these municipalities appear on five different scales: human life, economy, infrastructure, heritage and ecosystems. Therefore, municipal managers need to have action plans and public policies based on a reliable methodology to decide how to act. Thus, the objective of the research is to develop a methodology applicable to urban planning to help address rising sea levels, resulting in guidelines for the construction of public policies for coastal cities. To this end, methodological procedures were developed, divided into 6 distinct stages in addition to the natural literature review: 1. definition of criteria and selection of case study cities; 2. simulation with mapping of flood-prone areas; 3. identification of technologies and solutions; 4. application of strategies; 5. development of actions; and 6. evaluation and discussion of results. A methodology to assist public managers was generated based on the procedures performed, based on five stages based on the use of the three existing strategies for dealing with sea level rise: protection, accommodation and retreat. In addition, as an additional result, which supports the decisions taken in generating the methodology, there are the results of the simulations and mapping of the six cities used as case studies, three in the Global North and three in the Global South. It is noteworthy that the proposed methodology was developed considering the possibility of being applied in different cities with similar contexts around the planet
