Cidade 60+: metodologia de diagnóstico de vulnerabilidade climática para idosos nas cidades

Resumo
There is currently an overlap across the planet between two important events that directly affect life in cities: changes in climate behavior and population aging. This older segment of the population is also one of the most vulnerable groups to the effects of climate change, which demands special attention in the development of strategies to adapt to these negative effects. Cities and urban areas, on the other hand, are increasingly recognized as strategic areas for actions related to climate change, as well as for promoting active and healthy aging. In this context, and considering that positive transformation begins with an adequate diagnosis, this study sought to develop a local participatory diagnosis methodology capable of assisting small and medium sized municipalities in Latin America in the data collection and analysis stage for climate planning, with a focus on identifying vulnerabilities and risk perception of the elderly in relation to extreme events. To this end, an applied research was carried out, with a qualitative and quantitative approach, divided into three phases: Theoretical foundation – with the aims of deepening knowledge on the central themes of the research; Development of the method – which involved defining the conceptual basis, structuring and materialization of Cidade60+; and Application and evaluation of the method in a real situation. The research resulted in the development of Cidade60+, a method consisting of 4 application stages, 1 data collection instrument (questionnaire), a reference framework with suggestions for adaptation strategies aimed at the elderly population, and a user manual to assist professionals in the diagnosis process. This work made it possible to learn new perspectives on vulnerability analysis with implications for adaptation in a broader context. The proposed methodology was configured as an important method for assessing socio-environmental vulnerabilities to climate, offering subsidies for the development of qualified actions in climate adaptation and reducing the vulnerability of the elderly population to events of this nature
