In the meantime, the space has gained prominence and has become the target of financial interests in search of new earning possibilities both through the elements built in the space and in the production of the space itself as a whole. We sought to understand the production of urban space in Serra (ES) through the production of sanitary sewage, in the form of a Public-Private Partnership (PPP), considering the significant changes that occurred in the municipality from the 2000s onwards, above all, the development of the real estate market and the intensification of the urbanization process that reconfigured the urban space of Serra. The consolidation of the real estate sector resulted in a rentier logic of production in the city that had repercussions on several levels, being the first municipality in Espírito Santo to have a PPP for basic sanitation services, which until then was operated by the state public company. It so happens that basic sanitation, more specifically sanitary sewage, has been following new directions that directly affect the production of space. The Federal Law 14.026, of July 15, 2020, which updates the legal framework for basic sanitation, not only modifies the public sanitation management structure in the national context, but also expands the participation of the private sector in public sanitation, encouraging the privatization of companies sanitation companies, the formation of PPPs and the creation of various devices to access public incentives and funding. In this way, this essential service for the population's quality of life has become the newest financial asset in the investment portfolios of these corporations. It is about discussing the current mechanisms of income appropriation via production in the form of PPP, as well as the consequent socio-spatial transformations resulting from this way of producing the city.
