Resumo
The Health Education (HS) is linked to the diversity of practice in services. It is a strategic element in the quest for consolidation of the Unified Health System (SUS) as Public Policy. However, historically characterized by the use of verticalized and regulatory actions, guided by the biomedical model. This research analyzes the policy guidelines aimed at HS, produced two terms in the city of Vitória-ES, led by the Workers Party. Sought the relation between HS and four devices that are under the influence of local administrative management: administrative and hierarchical organization of the Municipal Health (SEMUS), funding of educational, policy training of health workers and debate about educational practices in the municipal health council. This is a documentary research conducted from the survey of official documents produced by the administration, from 2005 to 2012, from the Foucaultian concept of biopower. The data indicate a lack of coordination between the technical areas of primary care. In general, the actions are fragmented, vertical and there is a joint construction with workers. There is a lack of clarity over what the SEMUS meant by HS. Only a few programs have direct transfer of funds. It was evident centralization of formative processes in management training. Education policy adopted permanent interests showed certain administrative operations. It was considered the gap between employee training and use of knowledge in everyday life. The results also showed that although SEMUS has directed its policy based on social participation, its action was restricted to the City Council Health HS The theme was timely in board meetings, but their frequency was maintained during the period. It was characterized as the design of HS surveillance. It is therefore necessary to review the municipal policy stance in order to guide the construction of projects in a dialogical perspective. You need to broaden the debate about the assumptions of popular education in order to promote a more equitable, participatory and in tune with the needs of the population.
