Resumo
This research aimed at understanding the direction taken by the Special Education Policy in
Inclusive Perspective in the state of Espirito Santo, based on the budgetary implications which
occurred with the change of form of financing of the Specialized Agencies, as the
announcement 01/2014. The survey was limited to the period 2012 to 2015. The cut coincides
with the term of the Multi-Year Plan (2012-2015); therefore, we work with a set of more
consistent information, both for budget programs as the functions contained in the Budget
Law Annual. The study is anchored on the assumptions of figurational Sociology of Norbert
Elias (1993; 1994; 2005). We adopted the methodology qualitative and desk research for the
budget expenditure data analysis used the critical analysis methodology suggested by
Salvador and Teixeira (2014). The research work has shown that the purchase of their
Educational Service Specialized services (ESS) by the state of Espírito Santo (outsourcing)
provided an increase in public fund transfers to specialized institutions, and therefore the
resources invested in public school were lower. We realize also that the change agreement to
contract contributed to the increase in enrollment ESS of the Specialized Agencies and
schooling in public. In addition, the specialized institutions have gained greater autonomy for
the spending of received public funds, they started to develop its own selection process for
hiring teachers and ensured ongoing participation in the state public budget, provided they
meet people with school enrollment in public . We understand, that from the announcement
01/2014 of the possible "links" of interdependence was frayed. That is, the autonomy
achieved by specialized institutions to conduct the whole process of selection of professionals
and the ability to put into practice the Educational Service Specialist who believe, led to
another kind of relationship with the government of the state of the Espírito Santo. In this
process it is possible that gradually they will be recognized as a key (mandatory) in the
educational process of students with disabilities. On the other hand, the elisiana perspective
forces us to emphasize that the drive configuration caused by outsourcing of the ESS, can
generate the challenge to the centrality assumed by specialized institutions in the provision of
educational services. The figurational sociological perspective makes us powerful in the face
of social reality. Although we often seems that the story is over, the unpredictability that
marks the immanence of social figurations puts us in the flow of change. It is worth pointing
out, that the reflections developed support our view that the social game board has no
opponents but only players.
