Resumo
The Human Resource Management area assumes great importance in public institutions, since its activities impact the functional life of all its employees. The purpose of this research was to present an analysis of the quality and the roles played by the Human Resource Management area of the Instituto Federal do Espírito Santo (IFES). Based on Dave Ulrich's (1999) multiple roles model, sought to analyze perception of IFES employees about roles played of Human Resource Management, including as emphasis on performance (role) and quality with each roler is played. A quantitative and qualitative research was carried out, typified as comparative and descriptive. The procedures of data collection involved the sending of questionnaires with open and closed questions to the institute's employees. The analyzes were performed quantitatively, using descriptive statistics and the ANOVA test and for qualitative analyzes were performed with a coding of the responses, according to Gibbs (2009). The results pointed to the perception of an average quality of services provided by the Human Resource Management, with differences and some similarities in the evaluations on the roles performed according to the profiles of the respondents. The role of administrative expert was the best evaluated and the role of change agent was the worse evaluated. According to the identified problems, suggestions for improvement in the services provided by the area are indicated. Finally, it is recorded that this dissertation was developed in line with the line of research Management of Operations in the Public Sector
