During this period, their aptitude and capacity for performing their role will be evaluated by a commission formed specifically for this task, according to the criteria assiduity, discipline, initiative, productivity and responsibility. If the public servants are approved in this phase, they acquire job stability after three years of effective exercise at the role. At the Universidade Federal do Espírito Santo (UFES) the performance evaluation of educational technical-administrative servants (TAE) in the probationary phase is regulated by the Resolution 08/2007 and altered by the Resolutions 38/2007 and 07/2014 from the University Council (Conselho Universitário). In view of this, this research has as its main objective to analyse the current performance evaluation model of UFES educational technical-administrative servants in the probationary phase. Applying Benchmarking, the research used comparative methodology, with a qualitative, descriptive and documental approach. The sample was composed by the performance evaluation processes for servants in probationary phase from the federal universities with the highest Institutional Concept (Conceito Institucional) according to the Education Ministry (Ministério da Educação e Cultura), and by the evaluation process from UFES as well. The list of federal universities with the highest Institucional Concept was obtained in the Higher Education Regulation System (eMEC) and the information related to the performance evaluation were extracted from the universities sites and from answers requested of the universities human resources managers through email messages. It was noted that the performance evaluation for educational-technical servants at the probationary phase currently in place at UFES has not been as effective a tool as it could, since it presents weaknesses and lacks some improvements in the evaluation process. Therefore, the results obtained supported the proposal of a new model for performance evaluation of educational-technical servants at the probationary phase as an applicable technical product within UFES.
- ItemAvaliação de desempenho dos servidores administrativos: um instrumento de gestão?(Universidade Federal do Espírito Santo, 2018-09-25) Costa, Robson Santos da; Andrade, Wendel Sandro de Paula; Nogueira, Magda Aparecida; Vianna, Ulysses RodriguesEste trabalho abordou algumas questões em torno da Avaliação de Desempenho dos servidores técnico-administrativos em educação do Ifes – campus de Alegre, tendo o objetivo de verificar se os resultados do Programa de Avaliação de Desempenho contribuem com a atividade de gestores e servidores administrativos do Ifes – campus de Alegre. Esta pesquisa observou criticamente o entendimento entre os envolvidos no processo avaliativo quanto à sua influência segundo os resultados obtidos. Buscou-se destacar como a Avaliação de Desempenho é utilizada nas organizações e, principalmente, na administração pública federal. Para bem fundamentar as análises, pesquisaram-se alguns atos institucionais e administrativos (leis, decretos, resoluções e etc.) sobre o tema. Para a pesquisa, também contou-se com a participação de chefias imediatas que estavam atualmente exercendo esta função e, ainda, servidores técnico-administrativos em educação que listaram e classificaram os servidores das classes A, B, C, D e E. Trata-se de estudo qualitativo referente ao processo de Avaliação de Desempenho utilizado no Ifes – campus de Alegre e, para isso, foi aplicado um questionário com a intenção de produzir dados empíricos de como é realizado o processo avaliativo de pessoal. Percebe-se que a Avaliação de Desempenho utilizada atualmente no campus é um modelo em 360° e impresso, ou seja, envolve um questionário para preenchimento com as seguintes avaliações: “autoavaliação”, “heteroavaliação” e “chefia imediata”. Após a análise dos resultados verificou-se a necessidade de um novo modelo de Avaliação de Desempenho. Sugeriu-se o MODELO ALFA como melhor alternativa, pautado destacadamente na liberdade avaliativa e no feedback.
- ItemEvasão de alunos de graduação: estudo com bancos de dados nos centros da UFES em Alegre(Universidade Federal do Espírito Santo, 2019-06-17) Silveira, Sergio Rodrigues; Hegedus, Clovis Eduardo Nunes; Barros Junior, Antonio Almeida de; Andrade, Wendel Sandro de PaulaEvasion is a phenomenon that represents a problem for educational institutions, whether public or private, causing loss of resources for all those involved in the teaching process. Educational Data Mining is a recent area of research that has shown promise in the development of methods for the exploration of data produced in educational environments, helping in the elaboration of indicators to mitigate the factors that prevent the permanence of students. The main objective of the present research was to obtain information that provides the acquisition of knowledge related to student evasion at the Federal University of Espírito Santo and that make it possible to make decisions that favor the permanence of its students. The research carried out a quantitative approach, using secondary data to obtain patterns and models that allowed to perform predictive analyzes with its variables. As for its purposes, it was a descriptive and methodological research. As data source, tables containing social and academic information of students enrolled in the years 2007 to 2018 were used in the two UFES centers, located in the city of Alegre. Data preprocessing, transformation and mining were performed using the RapidMiner Studio program, version 9.2.001, WIN64 platform. With the obtained results, it was concluded that it is possible to increase the knowledge and the decision-making capacity of the UFES university management to reduce the rates of evasion in the institution. As a technical product resulting from the research, a set of instructions as elaborated so that the UFES public management can use the same process applied in this work to make predictions with future students
- ItemEvasão nos cursos de Agronomia e Engenharia Florestal no campus Alegre da Universidade Federal do Espírito Santo(Universidade Federal do Espírito Santo, 2019-06-18) Vargas, Helbert Ramanhole de; Vianna, Ulysses Rodrigues; Alexandre, Rodrigo Sobreira; Andrade, Wendel Sandro de PaulaThe objective of this study was to analyze and understand within the university community the evasion in the courses of Agronomy and Forest Engineering of the Center of Agrarian Sciences and Engineering/CCAE – UFES, in Campus Alegre, and to create actions and mechanisms for its reduction. It is understood by retention, the student who exceeds the ideal time in suggested periods for the completion of the curricular matrix and, avoidance, the premature exit of the student of the University. Currently in UFES, the forms of evasion can happen by: desistência; death; retirement; registration disabled; course reopening; disciplinary sanction; internal transfer; transfer to another Institution of Higher Education - IES. The sample analyzed was composed of students enrolled in the courses of Agronomy and Forest Engineering, comprising 10 entrance cohorts (freshman classes per course), totaling 539 students, from 2003 to 2011, extracted from the database of the Integrated System of Teaching - SIE / UFES. The research of bibliographic and documentary analysis is characterized as a quantitative study, having as a methodological orientation the diagnosis of the flow or follow-up of students, where it proposes the accompaniment of incoming students of a certain course, in a given year or semester, until the maximum term of curricular payment, according to the deadlines stipulated by the current curriculum of the course. In order to theoretically aid this study, the History of Higher Education began, the formation of Agrarian Sciences, specifically addressing the Agronomy and Forestry Engineering Courses. After analyzing a historical series of 10 groups in sequence in each course, it was verified that there are indicators that point to a potential risk of student avoidance and that the average percentage of avoidance in Agronomy is 36.67% and Forest Engineering 27.51%. The research line is Policy, Planning and Public Governance. And we have as expected technical product, presentation of a set of procedures to be adopted, aiming to acquire knowledge regarding student evasion in UFES, to carry out actions for its reduction.
- ItemImplementação da Secretaria Única de Colegiados (SUCol) como contribuição à eficiência e eficácia dos processos de gestão acadêmica(Universidade Federal do Espírito Santo, 2018-07-09) Nunes, Aline Carvalho Machado; Andrade, Wendel Sandro de Paula; Souza, Ariadne Marra de; Garcia, Giovanni de OliveiraIn order to make public administration more agile and efficient, the administrative reform movement, also known as New Public Management, has taken place all over the world in order to give public services greater efficiency and effectiveness and reduce costs; resulting in the need for a different attitude on the part of public servants, making them improve the service to society. Public servants must act in accordance with the principles of legality, impersonality, morality, publicity and efficiency set forth in the Federal Constitution of 1988, and seek to develop their activities according to the concepts of efficiency (to do the right thing more quickly); effectiveness (reaching the goal); and effectiveness (providing benefits to citizens). The present work was developed from the concern with the quality of the activities performed by the coordinators of collegiate undergraduate courses at Ufes / Campus de Alegre, and how this quality affects the academic life of the students, as well as the overload of activities given to the coordinators in a structure in which there is no specific sector to serve them solely and exclusively, assisting in pedagogical and administrative activities. In this sense, the overall objective of this work is to propose the implementation of a Single Secretariat of Collegiate –SUCol, under the focus of the activities of coordinators of collegiate courses and processing of demands of the academic community of Alegre Campus. For this, the activities developed by the course coordinators were highlighted, highlighting which of them could be developed by a technical-administrative server or with its assistance. The methodology used was based on a bibliographical review and the legislation in force in Brazil and, specifically, at Ufes. The research is of an applied nature, since it is intended to search for a practical solution to an institutional problem, and will result in the proposal for the implementation and structuring of SUCol. As a data collection, a questionnaire was applied to the coordinators of the seventeen collegiate undergraduate courses of the Campus and, from it, an analysis was made of the attributions granted to them and the best way SUCol works. In order to quantify the demand for services performed by the collegiate students, an analysis was made in the Information System for Teaching – SIE, enumerated the number of protocols derived from the same and made a comparison with the other sectors, in order to compare the demand between sectors. The work pointed out that the course coordinators are lacking in pedagogical and administrative assistance due to the reduced number of technical-administrative servants available for this purpose. The proposed technical product of this work is the proposal for the implementation of a Single Secretariat of Colleges –SUCol, as an exclusive sector to assist the coordinators of the seventeen collegiate students of the Alegre Campus, as well as their administrative routine, so that the collegiate course can contribute, pedagogically, to the growth of its course and, consequently, the University
