- ItemModelo matemático para apoio à gestão da logística de empregados de plataformas offshore de exploração de petróleo(Universidade Federal do Espírito Santo, 2013-09-16) Machado, André Manhães; Resendo, Leandro Colombi; Rosa, Rodrigo de Alvarenga; Ribeiro, Glaydston Mattos; Carneiro, Teresa Cristina JanesOil is the main energy source of contemporary world; it is basic inputs of various economic sectors. With the discovery of Brazil pre-salt, there is an opportunity to become one of the largest oil producers. However, to achieve her own goals, Brazil must overcome several challenges, including the problem of transporting employees to operate offshore platforms 300km distant away from the Brazilian coast. Problems related to displacement of employees by helicopters are usually treated as Capacitated Helicopter Routing Problem (CHRP). Based on source and destination restrictions of each client, the number of vehicles, capacity and helicopter flight constraints, this type of problem proposes to minimize the cost of renting helicopters and the total cost of flown kilometers. This dissertation proposes a model of Mixed Integer Linear Programming (MILP) for the helicopters routing problem based on a Dial-a-Ride Problem (DARP). Besides the presented model, we presented two approaches to implementing the model in an exact way: i) non-clustered approach, in which requests that have the same origin and destination are equal modeled as separate requests; and ii) clustered approach, in which requests that have the same origins and destinations are clumped together in a new single request. The mathematical model was implemented in software CPLEX and results showed that instances with up to 25 requests can be resolved in the clustered approach.
- ItemDisfunção burocrática : um estudo de caso do excesso de papel no DAOCS/UFES(Universidade Federal do Espírito Santo, 2013-09-27) Prando, Ana Amélia Fabres; Ferreira, Dirce Nazaré de Andrade; Mattos, Rossana Ferreira da Silva; Fabrys, Daury CesarTaking the Department of Administration of Governing Bodies of Higher Federal University of Espírito Santo (DAOCS / UFES) as a particular case, this study aimed to identify possible excess papers and documents in that Department and its impact on decision-making by the Councils for the University, assisted administratively by aforementioned Department. For this, we used a qualitative approach, with performance of direct observation and semi-structured interviews with employees and Council members. The bureaucracy seeks to make organizations efficient by excellence, based on rationality, neutrality and professionalism, with standardization of behaviors and routines. However, when there is excessive attachment to some characteristics of bureaucracy, we may have dysfunctions or abnormalities. Thus, as a result of extreme attachment to the principle that everything needs to be documented and registered, the consequence will be the excess of paper, including bulky processes, composed of several pages, with transportation difficulties, accommodation, storage and analysis. To think about a reduction in paper consumption has become essential, both in relation to the budget and expenditure of other items such as toner and electricity. At the same time, we can compare to the well fair of employees involved, since paper without proper accommodation, collects dust, representing risk to their health. Added to this, also the desired efficiency of the public service, affected by the exacerbated formalism, leading to delays in the progress of cases
- ItemAvaliação da qualidade dos serviços prestados pela Biblioteca Central da UFES utilizando o método Servqual(Universidade Federal do Espírito Santo, 2013-10-22) Costa, Jhonathan Cavalcante da; Carneiro, Teresa Cristina Janes; Baldam, Roquemar de Lima; Rosemberg, Dulcinea SarmentoThe present paper aims at assessing the service quality provided by the Central Library (CL henceforth) at the Federal University of Espírito Santo (UFES), by using the Servqual method. This research is a case study of quantitative and qualitative nature. The data triangulation was obtained by carrying out a survey with 363 users, an interview with nine librarians, and access was granted to the university’s documents, which describe the Central Library’s basic characteristics. The survey was carried out by using a Servqual scale-based questionnaire in a pre-test administered at the Sectoral Technology Library (BST), at UFES. Two collecting modalities were used in the survey carried out at the CL: in attendance and online. 110 in attendance questionnaires were collected and 253, online. The interviews with the CL employees were based on 116 records of user’s opinions, previously collected at the CL before this research. Besides these documents, advertised institutional information was consulted both in the CL’s service catalogue and on the CL and UFES’s websites. Concerning the services offered by the CL, four dimensions were identified, with negative averages, indicating the necessity of improvement of the services provided. The recommended priority actions to the CL are: a) improve its facilities and equipments; and b) qualify and motivate its workers towards user service. These actions should lead to problem solutions related to studying conditions (lighting, air conditioning, water, restrooms, physical space, furniture and silence) and access to information (internet, self-checkouts, total number of copies, checkout limitations and renewing alerts).
- ItemA transparência como ferramenta de ampliação do caráter democrático nos Conselhos Universitários das instituições federais de ensino superior : o caso da Universidade Federal do Espírito Santo(Universidade Federal do Espírito Santo, 2013-10-22) Monteiro, Fernando Mota; Zaganelli, Margareth Vetis; Carneiro, Teresa Cristina Janes; Horta, José Luiz Borges; Berger, DoraThe University Council of the Federal University of Espírito Santo (Ufes) is the highest deliberative body of the institution. Its composition obeys the Law 5.540/1968, which determines that 70% of its members must belong to the faculty, fact that tends to lead to disparities between the political strength of the teaching category and the category of technical and administrative educational employees, a factor that has the potential to destabilize democratically decisions issued by the Council. In order to mitigate such differences, points up the implementation of administrative transparency tools, to provide social audits and expand democratic balance of forces etween the categories, in allusion to the Jürgen Habermas/ Discourse Theory . The theory proclaims that the participation of the collective within the government produces better reasoned speeches, more debated and democratically more embracing, and argues that the deliberative participation must be performed by institutionalized means. For this theory to be applied, the access to information must be broad, to provide means for the university community to monitor the Council s everyday. By conducting documentary research, was found that the Ufes University Council/ s website obeys poorly the provisions of Law 12.527/2011, commonly named Access to Information Law , which confirms that the decision-making processes of the collegiate body remain immersed in a secrecy culture . It was also noted that the Federal University of Santa Catarina/ s (UFSC) Councyl fully complies the mentioned law, and sets up as an example of better-practices, particularly related to the available information posted on its website, which provides the live streaming of their sessions. Through interviews taken with the employees directly bounded to the Ufes and UFSC/ s University Councils, a systematic comparative analysis has been conducted, which concluded that, even with the hegemony of the faculty at both institutions, the debate level in UFSC/ s collegiate is considered more democratical, while in UFES was pointed the predominance of teaching category in the discussions, and that, at UFSC, the university community is considered interested in the issues addressed by the collegiate, while in Ufes the answer is the complete opposite. From these analyzes, has been proposed an action platform to be implemented by the Ufes/ administration, aimed at improve access to information through the website of the Superior Collegiate Bodies Administration Department, with an inclusion of live broadcast of the University Council/ s sessions and a participation tool for the university community, live also, during the discussion of some points of the Council/ s agenda. Based on the theoretical framework , on the conducted research and on the inferential analysis, it was concluded that the Ufes/ University Council sessions opening to the public, contemplating the right to speak by the university community, has the potential to expand the democratic characteristic of it s decisions, and that this potential can be quantitatively measured, retrospectively from this study/ s application, by opinion polls
- ItemLicitações sustentáveis instrumento legal de promoção da sustentabilidade: um estudo da aquisição de bens na Universidade Federal do Espírito Santo - UFES(Universidade Federal do Espírito Santo, 2013-10-31) Cypreste, Aline Silva Tavares; Zaganelli, Margareth Vetis; Dalcomuni, Sonia Maria; Mattos, Rossana Ferreira da Silva; Grassi, Robson AntonioThe following paper has as its objective the study of the evolution in the adoption of the sustainable bidding proceeding, making it obligatory in Brazilian federal government procurement through the law nº 12.349/2010. Conceived as an instrument for the promotion of sustainable development it aims to identify its state of operationalization for the acquisition of property in the scope of the Federal University of Espírito Santo – UFES, detecting the barriers, as well as promoting suggestions for the amplification and bettering of this practice. The concern with the social environmental impact of public purchases is already an international reality, for some decades, and recently has shown itself in an expressive form in Brazil that, for this reason, adopted this new model of public purchases. The implementation of sustainable biddings doesn’t constitute discretionary act, but a constitutional and legal imposition that demands the search for the most advantageous proposal, that meets the public interest and contributes to the promotion of sustainable development. The sustainable development is a global challenge and the Brazilian public administration has a key role in the diffusion of public policies of social environmental responsibility and in the incentive to the production and consumption of sustainable goods and services. Although there already are norms on the matter in Brazil, the federal government, however, has yet to regulate more precisely its application so that the sustainable biddings constitute a rule and not the exception in the federal branches. The research utilized a qualitative approach that, in regards to its nature, can be classified as descriptive, assuming the form of exploratory research. The instruments used for the data collection correspond to bibliographical research, documental analysis, unstructured interviews, questionnaires and direct observations. The analysis of the case study of UFES shows the incipiency of the application of sustainable public purchases with relation to the quantity of procedures performed, however, increasing and expressive in terms of expenditure values, that evidentiate the necessity of implementing changes to institutionalize the practice of sustainable public purchases in the university

The concepts of strategic planning, its critical and problems and the strategic formulate school in addition to Situational Strategic Planning (SSP), Objectives Oriented Project Planning (ZOPP) and Balanced Scorecard (BSC) methodologies were studied. Data collection was performed through bibliographic study, interview and questionnaire and allowed to deepen the knowledge, understand needs and expectation about strategic planning and identify that its lack prevents that services are provided efficiently. A script was prepared using the methodology Strategic Planning ZOPP and considering the characteristics of the SSP that will contribute to the Department of Engineering to perform their services more efficiently and contribute to the strategic objectives defined for the Judiciary to be achieved. There is evidence that the proposed script will contribute to prepare a Strategic Planning for the Department of Engineering according to Strategic Planning of the Judiciary and that only the existence of a Planning is not enough for the success of this planning. It is necessary the support of senior management in its formulation in order to have successful execution
- ItemDeterminantes da transparência das universidades federais brasileiras(Universidade Federal do Espírito Santo, 2013-10-31) Pessoa, Iury da Silva; Almeida, José Elias Feres de; Carneiro, Teresa Cristina Janes; Fávero, Luiz Paulo LopesThis study measures the degree of transparency of information in the electronic portals of Brazilian federal universities and identifies determinants for such transparency. It prepared an Index Disclosure of Federal Universities (IndexDUF) based on indices Dixon, Coy and Tower (1993), Rosario et. al. (2011) and Catholic (2011), which is applied to the portals of all 59 Brazilian federal universities. There was an average level of disclosure of 66.32 % between the federal universities. Information relating to the extension are the most widespread (85.88 %) has information related to quality academic or administrative are less widely between federal universities, with a level of disclosure of 41.69 %. It was also found that universities in South and Southeast tend to be more transparent than universities in other regions, since they represent seven of the ten Brazilian universities to disclose more. Already universities North and Northeast represent eight of the ten universities that less disclose, however, such perceptions were not statistically significant. Were also tested 15 hypotheses to see which determinants (variables) are relevant to explain the transparency in the federal universities. Thus, we used 31 proxies for the determinants of transparency, which were tested using multiple linear regression, in which eight models were estimated using the election intentional determinants and five other models using the Backward procedure. The model 04, considered the most relevant and what best fits the design of the research shows that the determinants Size faculty (Xtadoc), size of the technical- administrative (Xtaserv), Quality Graduation (Quagr), Quality post graduate (QUAPG) and Qualification of teachers (QuaDoc2) are determinants of transparency
- ItemRelações interpessoais e poder e seus impactos na cultura organizacional: um estudo de caso no curso de graduação em Engenharia Ambiental da Universidade Federal do Espírito Santo(Universidade Federal do Espírito Santo, 2013-11-08) Campos, Lucas Pereira; Dadalto, Maria Cristina; Mattos, Rossana Ferreira da Silva; Pimenta, Solange MariaFrom studies started in the early decades of the twentieth century, it appears that productivity and culture organizations are directly impacted by interpersonal relationships developed among the members of the institutions. In public organizations present, unique features to this type of administration result in some peculiarities in the way such relationships occur. In the case of an undergraduate course of a Federal University in Brazil, the existence of three groups of people very well defined, which often manifest divergent objectives, and other unique characteristics of a public institution of higher education, resulting in complex interpersonal relationships, bringing direct implications for organizational culture.
- ItemUma análise estatística dos fatores de evasão e permanência de estudantes de graduação presencial da UFES(Universidade Federal do Espírito Santo, 2013-11-11) Sales Junior, Jaime Souza; Brasil, Gutemberg Hespanha; Carneiro, Teresa Cristina Janes; Camargo, Maria Emília; Corassa, Maria Auxiliadora de CarvalhoIn recent years, Brazilian universities have undergone expansion programs that have increased the number of higher education institutions, the number of courses offered, and the number of vacancies offered. A consequence of this expansion was an increase in the number of undergraduate student dropouts. A ‘drop-out’ is a student who abandons a course before its completion. Between 2007 and 2012, In the Federal University from Espírito Santo, an increase in the number of dropouts was registered totaling 5,886. Of these, 503 were to other institutions of higher education and 121 were to other courses of the university itself. One of the objectives of this research was to find factors and motivations that influence students to quit their classes or the whole higher education system entirely. The research methodology was to compare, through contingency tables and a logistic regression model, the graduates and dropouts who entered via college entrance between 2006 and 2011 and dropped out or graduated between 2007 and the first semester of 2012. The results showed that several factors are statistically related to dropping out of courses, all of which exist prior to student admission and academic experience. In the case of the institution of higher education that was investigated, seven factors most clearly explained the quitters: (i) opting for the social and ethnic quota system, (ii) the region of origin (iii) means of communication used for information, (iv) participation in research projects, (v) reception of student care, (vi) engaging in internship and (vii) number of class failures. Based on the results, actions were proposed and, if implemented, could result in a reduction in the number of dropouts at the institution.
- ItemRetenção discente nos cursos de graduação presencial da Ufes(Universidade Federal do Espírito Santo, 2013-11-11) Pereira, Alexandre Severino; Carneiro, Teresa Cristina Janes; Camargo, Maria Emilia; Corassa, Maria Auxiliadora de Carvalho; Brasil, Gutemberg HespanhaRetention in higher education was defined as the condition in which the student requires a period longer than the fixed in the curriculum for course completion. This phenomenon acts against the purpose of the institution affecting the success rate, generating idleness human and material resources and can lead to dropout. The main objectives of this research was to identify factors associated with to retention of undergraduate students in classroom course of the Federal University of Espírito Santo and propose institutional actions focused on reducing these rates. Thus an applied research of a quantitative approach was conducted using secondary data. The information obtained from the reviewed literature articulated with resources of descriptive statistics, contingency tables, chi-square test and logistic regression were used for data analysis. The area of Linguistics, Letters and Arts had the highest percentage of student retention, while the lowest level was observed in the area of Health Sciences. The main factors involved in the process of retention were accumulated coefficient, number of failures, the ratio of applicants per vacancy in vestibular, area of knowledge, performance in the second part of entrance exam and the locking of the course. Thus it was confirmed that academic performance is the vital component for student success. The indicator Level of retention based on rhythm of the student proved to be a good alternative for monitoring the retention. The institutional actions proposed were the conduction of researches on academic performance and the locking of the course, the structuring of academic support programs, the union of the University and High Schools, the utilization of the indicator tested and the creation of an unified academic database
- ItemDiagnóstico social dos catadores de resíduos vinculados às Associações de Catadores de Material Reciclável do Município de Vitória-ES(Universidade Federal do Espírito Santo, 2013-11-13) Micaela, Jádia Petri Penholato; Rosa, Rodrigo de Alvarenga; Dalcomuni, Sonia Maria; Siman, Renato RibeiroThe challenge of municipal administrations is to find viable solutions to waste management, including participation of waste pickers, as proposed in the National Policy on Solid Waste. The city of Vitória - ES hosts two associations of waste pickers named Amariv and Ascamare, wich have 45 pickers, who are responsible for segregate monthly 110 tons of recyclable solid waste. This research tender a diagnosis of waste pickers that work at associations and suggest actions that enable to increase both production and quality of life at work of these professionals. The results are obtained from a literature search combined with meetings that involve interview and a questionnaire to the Vitoria City Hall (PMV) employees and the Amariv and Ascamare associated. The results show that the social characteristics of the associated Amariv and Ascamare are similar. Most respondents are in the age group 37-56 years and have low education level. Few of them are still studying. Women are the majority in the group. The majority of respondents have less than ten years of experience with waste picking and a small part of them has worked as a standalone picker, but 75% of them claims to suffer prejudice due the occupation. Most respondents live in Vitoria and they seek medical and dental health services regularly. The investigation of respondents’ perception about working conditions, it was compared with the perception of PMV as an external view. It is observed that, in some aspects, such as the structure of the workplace and the conditions of the machinery, PMV is less critical than the associations. In other aspects, such as bulk of waste, work safety, cleaning and nutrition, PMV is more critical than the associations. In actions that directly involve PMV, such as the support provided by her and the communication between her and associations, PMV’s opinion support the associations’ opinion. Generally, the investigation of respondents’ perception demonstrates the precariousness of the structure of associations and working conditions of waste pickers who work at Amariv and Ascamare, concluding that they need improvements, which are proposed at the end of the research
- ItemO restaurante central como mecanismo de assistência estudantil: um estudo na Universidade Federal do Espírito Santo(Universidade Federal do Espírito Santo, 2013-11-28) Haddad, Mariana Rebello; Mattos, Rossana Ferreira da Silva; Borges, Luciana Souza; Carneiro, Teresa Cristina JanesThis research analyzes the Central Restaurant, of the Federal University of Espírito Santo, and its correlation and impact on student assistance. The research problem was to analyze the socioeconomic performance of Central Restaurant and its contribution to student assistance program at the University concerned. In this sense, the work raised and analyzed the historical, economic and financial data and feedback from students and workers about the service provided by the restaurant in the period of 1992-2012. Methodologically, the study is classified, as to its purposes, as exploratory and descriptive and as to its means, as a case of study, in which the data collection techniques and the evidences were conducted by observation, by interview and documentary research and literature. As a result, in the survey and calculation of expenses, it was identified that the Central restaurant had an expense greater than the sum of the resources from the National Student Assistance Program and the revenue from the sale of tickets. Thus, implementing a cost management in the Central restaurant is recommended since it will allow a view of how the available resources are being allocated, allowing a reduction in expenses and, especially, providing a more efficient management. The survey allowed identifying that the university restaurant is considered an important tool in student assistance, especially for those students who live far from the university or who have low income, because it saves time, money and give access to a meal of quality
- ItemComplicações perinatais no Hospital Universitário Cassiano Antonio de Moraes : uma questão de idade?(Universidade Federal do Espírito Santo, 2013-11-29) Almeida, Leonardo Goltara; Zaganelli, Francisco Luiz; Carneiro, Teresa Cristina Janes; Morelato, Renato LirioThe Brazilian population is undergoing a demographic and epidemiological transition, characterized by an increase in life expectancy, declines in mortality rates, birth and fertility, increase education, reduce unemployment, increase in chronic-degenerative diseases and reduction of infectious diseases. Such transitions have also affecting perinatology, with absolute and proportional increase of late pregnancies both in Espírito Santo and in Brazil. This study was a retrospective analysis of pregnancies late in HUCAM comparing those pregnancies with the pregnancies of adolescent and young adult women for the following perinatal outcomes: fetal anomaly, hypoxia in the first and fifth minute, length of gestation, birth weight and type of delivery. The variables were analyzed by categories, and compared by bivariate analysis, using the Fisher's Exact Test, and logistic regression. In the bivariate analysis, we found only an association between maternal age and mode of delivery, but this association was not confirmed in the logistic regression. Analyzing other factors related to pregnancy, remained evidenced a positive association between a lower number of antenatal visits and a higher frequency of hypoxia in the newborn and prematurity (odds ratio 2.9 and 5.7, respectively). At the end of this work are drawn up proposals to improve the collection and storage of data about pregnancy in HUCAM, and to improve prenatal care, aiming at better perinatal outcomes.
- ItemAcessibilidade e longitudinalidade no pré-natal: análise de um grupo de puérperas atendidas no hospital universitário Cassiano Antônio de Moraes(Universidade Federal do Espírito Santo, 2013-12-04) Neder, Anderson Gabriel; Zaganelli, Francisco Luiz; Carneiro, Teresa Cristina Janes; Oliveira, Néville Ferreira Fachini deThe primary care goals wide coverage and access to comprehensive and acceptable health care services. It lays emphasis on prevention and education (STARFIELD, 2004). In Brazil, the Estratégia Saúde da Familia (ESF) is the model developed by the Ministry of Health (MOH) for the purpose of restructuring of primary care. It covers about 50 % of the population. According Starfield (2004) primary care can be assessed by its essential attributes: first-contact care (accessibility and utilization), longitudinality, comprehensiveness and coordination of care. In the context of the Brazilian health care, child mortality is still a disturbing fact, especially mortality occurring in the first days of life. This component of mortality is closely related to quality of care received during pregnancy. The prenatal care should include organized, large, integrated and comprehensive actions. It should provide health promotion and prevention, diagnosis and treatment of problems that may occur during this period. The purpose of this study was to analyze the attributes of primary care accessibility and longitudinality in a group of women treated in HUCAM. To achieve this objective was conducted interviews with 80 women who received prenatal care in primary care and 19 women who received prenatal care at the Hospital Universitário Cassiano Antonio de Moraes (HUCAM). It was used partial evaluation questionnaire of primary PCATool. The women were also questioned about their perception of the adequacy of prenatal care. Accessibility was low for most subjects in primary care. Accessibility was statistically higher in women who received prenatal care in the ESF and those who used health facilities in the city of Vitória (ES). The longitudinality was related to the type of health facility prenatal, the number of medical visits and the Apgar score in the first minute. The perception of an adequate prenatal care was associated with the use of the ESF as prenatal service and the attainment of six or more medical visits. In the group that underwent prenatal care in HUCAM, Although postpartum women of the group that performed the prenatal HUCAM realize the prenatal care as appropriate, some questions revealed fragilities in care, particularly regarding the access to the service. The inability to receive care by the medical staff outside the opening hours of the clinic, the lack of a phone number where they can answer questions or talk to the doctor responsible for prenatal, perception of difficulty in scheduling appointments and long waiting periods on the day of consultation are points that should be improved in this care

The public tender law provides that, preferably, purchases should be made through registration pricing. The registration system price is a public tender process, the modality or trading competition, through which will be chosen and recorded the advantage offer for Administration. The Military Police of Espirito Santo (PMES), an agency of the state executive, from the year 2007 gradually began to use this system for the procurement of goods. Given this change of PMES in public procurement, asked as the use of the log pricing system, administrative practice for the acquisition of goods, may be more advantageous for PMES. This study aimed to analyze the use of this system in public procurement carried out by PMES in the period 2007-2012, compared to purchases by conventional public procurement in order to maximize their advantages and minimize their disadvantages. For this, we used a qualitative research approach with descriptive nature, to expose the characteristics of this phenomenon, and as a research technique case study. Sought to identify the advantages and disadvantages of the use of the log pricing system in the acquisition of assets of PMES, through the analysis of 66 cases per public tender and the purchase price registry and interviewed three servers work in prosecution. It was found that the use of the log pricing system for acquisition of goods is required, however the administrative practices has not enabled the institution to get the advantages that the registration system can offer prices. In order to reverse this scenario, proposals that will enable optimizing and improving administrative practices for the use of price registration system to bring advantage PMES were presented.

Thus , the big problem is presented in this research is being conducted to demonstrate how the school transport in the municipality of Itapemirim under the great number of involved , which makes it vital to know the profile of the users , their needs and thus identify opportunities for improvement . The objective of this work is to diagnose the rural school transport (TER ) in the municipality of Itapemirim - ES by means of school visits and questionnaires to students, parents, educators and school vehicle drivers . We conducted a diagnostic service offered by the Municipality of Itapemirim students of municipal schools , followed by a proposal of actions that allow to improve the conditions of service offered to the students . The results show that most of the students are female , have aged 06-16 years attending elementary school teaching , educators are women and to teach elementary school , and the drivers were males . It was found that students are transported in buses and vans , some being very old , no comfort and no seatbelts for all . It was observed that most students embarks on the doorstep , the foot moves to the point of embarkation , walk 0-05 minutes for a distance 0-500 meters wait 0-05 minutes until the arrival the school bus and spend up to 30 minutes to school . However , there are students who embark on other points , such as highway, walk for 20 minutes, for distances greater than 2 km, waiting for over 20 minutes until the arrival of the school bus and it takes over 60 minutes to get to school. As regards the assessment of the service offered , the survey showed that the people involved are unhappy with some items of service, pointing out that there are many items that need to be improved , especially seating comfort , environmental conditions inside the vehicles , cleaning and state storage of vehicles , which were those which showed more involved unsatisfied. Stakeholders proposed suggestions for improvements , and the purchase of new vehicles the most cited . Finally , at the end of the work have been proposed actions to improve the service provided by an intervention plan.

Since then, we will get to a study of constitutional principles, the administrative process within the public administration. Identify the ethical climate knowing the culture of an organization are extremely important to the achievement of desired outcomes aspects. The climate in HUCAM may be considered good. The health care team at the hospital are represented by 45 % of experts. Technical qualification of servers provides a good foundation for the professional dealing with patients, establish a good relationship, and offer a good service. The large number of observed conflicts, however, points to the need for development of affective attributes of the area. The main value pursued by professionals HUCAM is respect. There is a predominance of ethical principles in the hospital environment. The overvaluation of punctuality and attendance brings as a consequence the overhead of activities for some servers. Most employees do not feel well informed about the future plans of the hospital. Several factors may influence the ethical climate of an organization such as unmotivated staff, lack of synergy between the various sectors of work, difficult relationships between managers and co-workers, lack of goals, lack of collegiality and teamwork, poor communication, failure to conduct the interfaces of work processes; personal conflicts; gratified system functions, and the degree of satisfaction of servers, among others. Models of managerial and participatory management, however, require to see you succeed, a high degree of commitment of its employees to companies.
