As this analytical category has become increasingly frequent in left-wing debates, research, and movements, considering its potential for the apprehension of Brazilian reality is essential to those who envision revolutionary praxis. By scrutinizing the criticisms of overexploitation and resorting to classic authors of the debate on national formation – Caio Prado Jr., Florestan Fernandes and Celso Furtado -, it is clear that there are relevant elements to be considered, especially the fact that the colonial and slave-owning past establish, here, particularities with regard to the class regime, the dynamics of the class struggle, the constitution and the value of labor power. Thus, recovering the elements of the past, which are still being reconfigured in contemporary Brazil, at the same time that the perspective of national formation is regated, allows a questioning of super exploitation category itself, as well as prospecting an analysis that rests on the concrete reality of our history and the class struggle aimed at here

Through the bibliographical research, the capitalist form of relation with nature was criticized in other to show the implications of the rupture of the relationship between human beings and nature in the context of bourgeois sociability, which, by privatizing the land, imposed limits on the reproduction of ways of life bearers of rich and complex traditional knowledge. At the same time, it printed forms of land use that were harmful to human health and the planet. With the imperative of the structural crisis of capital and the deepening of the process of environmental devastation, it is urgent that anti-capitalist human relations support other ways of life. Collective memory that involves other forms of relationship with nature, practiced by traditional cultures, has been rescued, and it has been concerned not to sacralize these traditions as an alternative to the capitalist way of life, because they are not free from alienation and fetishism. Through this examination it was possible to identify agroecology, as the area that has given visibility to the traditional subjects as authors of know-how that is the basis of the organization and resistance of these subjects against capital. It was also pointed out the necessity of a practical interrelation between agroecology and health in the present time without losing track of the construction of anticapitalist ways of life

To do so, our methodological path brought together bibliographic, documentary and field research. We conducted interviews with subjects directly involved in the budget dynamics of social assistance, whether acting in the technical and administrative areas of the managing body or in social control. This study, which is based on dialectical historical materialism, discusses the role of the State in late capitalism; the capture of the public fund by countercyclical strategies; of the fiscal crisis and its refutations in the federative pact and in the financing of Brazilian social security. After embarking on the State public budget, we present the magnitude, amount and direction of social spending with social assistance in Espírito Santo. The analysis revealed the state government's choices over twelve years (2004 to 2015) and what direction the public fund was given in this context. The research indicated that the socio-welfare protection of the capixabas was not the priority of the state government, this indicative has as its mainstay the residual place that the expenditures with the State Policy of Social Assistance had on the state budget. In addition to insufficient allocation of resources, this social policy was hampered by budget cuts; misappropriation of resources through a parallel fund to the FEAS and budget actions that do not correspond to the content, principles and guidelines of SUAS; and the non-implementation of the budget for assistance in its entirety. The state government's role in social assistance was predominantly through transitional and selective government programs, targeted income transfers, and emphasis on co financing of basic social protection, with difficulty in expanding special social protection. The absence of the state plan is an essential gap identified in SUAS do Espírito Santo, which reflected directly in the dispersion of resources that should have been applied in services regularly classified as social assistance, but were destined to other areas and actions other than social assistance
