This work deals with the care provided to the population living in the street, in VitóriaES, carried out by the Municipal Department of Social Assistance. It aims to know if the work destined to this population, in the scope of the policy that practices, has possibilities to guarantee its rights, or if, for the most part, it only maintains it in minimum conditions of survival. It uses documentary analysis, based on official records of the Secretariat, and the technique of content analysis, for the treatment of the data collected. It concludes that, in spite of the adequacy to the legal norms and technical guidelines of the social assistance policy in the Country, as well as the commitment of the many workers in the area, attention to the street population assumes a character only to support the biological needs of this Limiting emancipatory possibilities.
