- ItemTrajetórias e tendências da centralidade de São Mateus (ES) : a importância de uma cidade (sub) regional na rede urbana capixaba(Universidade Federal do Espírito Santo, 2010-05-14) Bonomo, Soliane; Mendonça, Eneida Maria Souza; Campos Junior, Carlos Teixeira de; Zanotelli, Cláudio Luiz; Sposito, Maria Encarnação BeltrãoThe evolution process of urban centrality of São Mateus city (ES) was constituted by distinct moments that was resulted of economical, social and political action. These moments were characterized by economical and demography dynamics that contributed for urban expansion of São Mateus and resulted in formation, strengthening and redefinition of centrality of the city. The analysis of this process was done through one selection and investigation that allowed to notice the space interactions and the regional meaning of São Mateus over time. In this sense, the study revealed that São Mateus city always had constant relations as in regional space as with urban centres of top hierarchy. Since its genesis the city was always considered a central space with capacity to receive and set up migrants offering a considerable variety of goods & services. Currently, the magnification of supply, verified through investigation of health and education segments, has contributed for changes of consumption ways besides urban design of São Mateus city with diversification of business activities and the expansion of real estate market. The results got aims to a tendency to redefinition of internal design of the city through appearance of new areas of concentration of business activities and services besides new areas of housing to attend distinct social classes. This study also revealed the redefinition of hierarchy position of São Mateus city in relation to others centralities of Espirito Santo State. This work shows one relevant ascendant movement. Thus, through the tendencies pointed out and the ways of insertion and articulation of São Mateus city in regional space, it is possible recognize the possibility to advent a median city being as the principal city of macro region of the North of the State as one important chain within capixaba urban network.
- ItemProposta de análise empírica da instabilidade potencial do relevo em estudos integrados(Universidade Federal do Espírito Santo, 2010-06-11) Caus, Fernando Mieis; Goulart, Antônio Celso de Oliveira; Coelho, André Luiz Nascentes; Rodrigues, Silvio CarlosThe present paper, in the light of theory and practice, is constituted by a proposition, application and assessment of a methodology of an empirical relief analysis, being based on integrated studies milieu. As an area to be focused, the Tabuazeiro Topomorphological Unit was chosen, being located in the Central Massif of Vitoria, which is in the island part of the Brazilian state of Espirito Santo. Geological, pedological and geomorphological data were collected as well as morphodynamical features, that are associated with the use of the soil and its occupancy. Later on, these aspects were correlated in a GIS (Geographic Information System) environment, in distinct degrees of potential instability of the relief, being espacially distributed, according to a model known as the Potential Relief Instability Chart. As opposed to this fact, that model corresponds to an empirical approximation regarding the comprehension of current geomorphodynamical processes, active in the relief, and its correlations with the ways of use and occupancy of the soil in the past and in present days. These factors were relevant to conduct the physical-territorial city planning, which better squares with the specifities of the geomorphological site in study.
- ItemO uso de escalas de análise para compreensão de dinâmicas sócio-espaciais na bacia hidrográfica do Córrego do Sossego, Itarana/ES(Universidade Federal do Espírito Santo, 2010-07-15) Quarentei, Laura Mariano; Teixeira, Edmilson Costa; Girardi, Gisele; Scarim, Paulo Cesar; Vianna, Pedro Costa GuedesThis work is the result of experiences in the Sossego river hydrographical basin, Itarana/ES, and put together elements related to the identification of territorial dynamics in this basin since the beginning of the water resources management implementation. The context of water resources management in Sossego, linked to a Sustainable Development Project for the same place – the Sossego Project, reveals territorial dynamics relevant for the comprehension of the relations between different agents involved with the partitioned management of resources. Taking into account the variety of players involved with the water resources management, since the management implementation implicates political pressures, economical tensions, technical modernization demands and user’s interests, it was considered the use of geographical scales of analysis as a proposal to identify the social players, your interests and roles in the management process which is implemented from the territorial dynamics resulting from the actions of each one of them.
- ItemNovas estratégias da produção imobiliária na Grande Vitória : um estudo sobre as recentes transformações do espaço urbano da Serra-ES(Universidade Federal do Espírito Santo, 2010-08-04) Gonçalves, Thalismar Matias; Campos Júnior, Carlos Teixeira de; Zanotelli, Cláudio Luiz; Mendonça, Eneida Maria Souza; Carlos, Ana Fani AlessandriIt discusses the relation between the real estate market and the production of the urban space from the recent transformations which has occurred in Serra, located in the Metropolitan Region of Grande Vitória (RMGV). Historically, the real estate activity has been manifested in Grande Vitória through the vertical residential production in Vitória and in Vila Velha. This process is recent in Serra and has been materialized in gated communities (houses or buildings). The analyzed period starts in 2000, when it was released the first gated community, and finishes in 2008. The main goal of this research was identifying particular strategies of the real estate capital in Serra. From the perspective that considers the real estate production as part of the new contents of the contemporary urbanization. The data was collected through primary sources, such as interviews with correctors and businessmen and, as secondary sources, research in the companies’ websites, newspapers and catalogues. During the research, they were identified two periods about the real estate dynamics in Serra. Between 2000 and the beginning of 2006, the real estate market was characterized by the slow rhythm, by the predominance of gated community of houses and by the exclusive acting of local companies. The second period occurred between the end of 2006 and 2008, when the real estate production reached consolidation as an agent who builds the urban space in the city. Serra came to be the privileged locus of the real estate investments in Grande Vitória as they have been brought great incorporating companies in Espírito Santo, seated in other states as Rio de Janeiro and São Paulo. In this context, they were released thousands of habitations in gate communities of houses e buildings, towards several classes. The results show that the real estate production in Serra raises itself on the combination of strategies attached to the appropriation of “rare stuff” insert in the contemporary urban space. There is a real estate product (gate community) which searches for becoming different from any others by the offer of options which became “rare stuff” in the city, such as security, nature, fun and social relations. On the other hand, the incorporating companies seek for appropriating some specific central locations, historically produced, exactly what happens around Laranjeiras, an important sub-center of RMGV.
- ItemPraia do Suá : mudanças e permanências na paisagem(Universidade Federal do Espírito Santo, 2010-08-30) Souza, Lucia Helena Pazzini de; Freire, Ana Lucy Oliveira; Zanotelli, Cláudio Luiz; Serpa, Angelo Szaniecki PerretDiscloses the spatial-temporal production landscape of a neighborhood, the Praia do Suá, came from the (re)production process of the urban space in Vitória (ES), as well as their mutations, in which at the thoughts of Santos (2008) may be structural and functional. Uses analytical process, which helps understanding the contexts, demarcates changes and continuities in the landscape of the place. The neighborhood Praia do Suá has its origins connected to a fishermen village’s formation dated from the beginning of the XX century. The landscape configuration until the early 1970’s was the one of a place delimited by the ocean, which was later replaced by an embankment, urbanization and the creation of an “other” neighborhood, with contrasting characteristics to the place studied, whose reflexes, linked to changes in other adjacent neighborhood areas, coming from the city’s dynamism, were crucial to a structural and functionality (re)organization of the Praia do Suá. The place’s current landscape reading, offered by the theoretical and methodological chosen instruments, pointed to the existence of an alleged tension, arising from standardization movements in town, as well as the cultural preservation and identity movements resulting in an apparent “socialspatial” (re)definition in Praia do Suá. In this sense, the study also presents trade and service increase assumptions, which appear in the neighborhood’s landscape, under diversified form use.
- ItemA (re)organização da beira-mar : diferentes modos de uso e ocupação no norte do Espírito Santo(Universidade Federal do Espírito Santo, 2010-09-03) Teixeira, Claudinea da Cunha; Freire, Ana Lucy Oliveira; Scarim, Paulo César; Martins, Sergio Manuel MerêncioThe presence of human groups on the coast is a condition that makes geographic space. So while space is socially engaged subject to the process of (re) organization. The reality studied applies to locations on the waterfront in the city of St. Matthew in the north of Espirito Santo. The origin of these locations refers to the colonial period. However, the waterfront was occupied by ethnic groups (indigenous) previous to the Europeans and Africans. To study this coastal stretch, the geographical science approached the territory category to better understand it. For this, he appropriated the concepts of coastal peasantry, traditional people, state capital, urbanization and planning for the analysis of this process of (re)organization. The seafront brings in its history the peasantry littoral (land use / natural environments) as a determining factor in the formation of a territory. In this case, the evidence in question refers to changes in the way of use and occupation from the mid-twentieth century. The development projects have led to the recovery of coastal lands and thus changes in the way of life who was always at sea. The oil and gas activity, the effect of tourism (and recreation) and the expansion of the urban housing market by bringing about changes since, rural lands are converted into urban land and traditional activities, from simple commodity production are replaced by activities based capitalist. Each of these activities have the state as the idealistic and the promoter of change, however, there is contradictory to the role of government. At the municipal level, the government now mediates conflicts, now turns to the interests of private capital and disregards the policies of territorial questions of socio-environmental and socio-cultural order.

Those changes are in major part linked to Industrial Development carried out since 1970 years. This work aims to discuss the urbanization as an unfinished process that shows a new spatial configuration in each historic period. To understand that process of spatial changes, the principle used is the study of housing construction for the customer market. A second purpose is identifying the producers and customers agents of those new spatial forms.
- ItemA "crise" do café e a ideologia desenvolvimentista no Espírito Santo(Universidade Federal do Espírito Santo, 2010-09-27) Daré, Raquel; Scarim, Paulo Cesar; Campos Júnior, Carlos Teixeira deThis work investigates the process of construction and circulation of the coffee “crisis” idea in the Espírito Santo state, Brazil, in the 1960s, looking for comprehension of how this idea got power and legitimacy, being reported until the present day. It starts with the understanding that the idea of "crisis" is part of a larger ideological construction, which sought to insert the developmental ideas in the Espírito Santo state. Thus, it first looks for identify and analyze the political articulations, the formulated instruments and the documents and studies produced in the 1960s which sought to insert the developmentalist ideology in the Espírito Santo state. It was seen that besides the political articulations and formulated instruments several ideas were produced during this period as a strategy to insert the developmentalist ideology in the Espírito Santo state. The strongest of these ideas was that the Espírito Santo state was in "crisis" and agriculture based in small familiar rural properties was the cause of this “crisis”. The small familiar rural properties were also identified as the cause of state’s "backwardness" and Espírito Santo was located at the periphery of national development. The "diversification" of the productive structure has been appointed as the solution for the "crisis". Then, it was analyzed academic papers written at that time and later, looking for the understanding of how the idea of "crisis" was inserted in the academic debate. It was found that the authors of these academic researches used as main references the studies and documents produced at that time. So their papers use the angle of the official discourse and just reinforce this discourse, expanding the political debate for the academic debate. As it was inserted in the academic debate, through theses and dissertations from major universities of Brazil, the idea of the "crisis" got legitimacy, still being repeated in many interpretations of the Espírito Santo state. Finally, it was done a historical overview of the Espírito Santo agrarian space, contrasting it with the ideas contained in the documents and studies analyzed. It tries to show evidences of the existence or not of the "crisis" in the Espírito Santo coffee production structure during the 1960s. Following it was presented an interpretation of the "crisis" idea, pointing out the elements that led to its construction.
- ItemEvolução espaço-temporal do manguezal do estuário do rio São Mateus (ES) empregando técnicas de sensoriamento remoto(Universidade Federal do Espírito Santo, 2010-09-27) Silva, Elizabeth Dell’Orto e; Silva, Mára Regina Labuto Fragoso da; Vale, Cláudia Câmara do; Coelho, André Luiz Nascentes; Ferreira, Renata DinizBased on the conceptual precepts of the General Theory of the System and on the theoretical methodological precepts of the Hierarchical Structure proposed by Schaeffer-Novelli et al. (2000) and yet on the classification of the environments where mangroves occur, from the geomorphologic point of view proposed by Thom (1984), this research sought to apply different levels of analysis to the mangrove ecosystem of the mouth of the São Mateus river (ES). The Landsat images of the years 1985, 1997 and 2009 were used in the time-spatial analysis of the mangrove vegetable coverage on the São Mateus river mouth. It was applied on these images the Analysis of Main Components technique in the way to obtain a better prominence of the mangrove vegetation. After the supervised classification of the Pc1/Pc4/Pc2 component it was found that the mangrove vegetation in year 1985 was approximately 788,2 ha, in 1997 it was 824,1 ha and in 2009 this area decreased to 790,1 ha. From the images 1985/1997/zero, 1997/2009/zero and 1985/2009/zero, in RGB, it was possible to identify the mangrove areas which suffered modifications through the years due to the eroding and deposition processes. Images Pc1 1985 / Pc1 1997 / zero, Pc1 1997 / Pc1 2009 / zero and Pc1 1985 / Pc1 2009 / zero, in RGB, permitted to see the changes occurred on the coast feature and on the coastline adjacent to the São Mateus river mouth.
- ItemAs margens do Piraquê-Açu : etnogênese e território : uma abordagem geográfica(Universidade Federal do Espírito Santo, 2010-11-19) Florêncio, Carlos Manuel Diogo da Luz; Scarim, Paulo Cesar; Reis, Luis Carlos Tosta dos; Ciccarone, CelesteThis work addresses the “Ethnogenesis” of Tupiniquim and Guarani populations in the municipality of Aracruz in Espírito Santo Brazil, which happened in the past fifty years. The area of land reserved under the law as Indian land, does have frontier with other areas which are currently being classified as protected areas in a variety of territorial uses an conflicting territorial disputes over land tenure, of low intensity use, with eucalyptus monoculture, for use and protection of estuaries and marchlands with economic relationship between populations of traditional Piraquê-Mirim estuaries. Such populations are concentrated on the north bank of the estuary. Starting from the indigenous and territorial issues, through the study of objective and subjective approaches a few conceptual considerations on ethnogenesis, space, living space, territory, state, globalization emerged as a result of the dynamics of the relevant research as well as from Geographical reflection that presents a scenario of anthropic activities which results from continued industrialization and industry unit and broad expansion of the port sector.
- ItemParticipação popular e Plano Diretor Municipal (PDM) : estudo de caso de Cariacica, Região metropolitana de Vitória, ES(Universidade Federal do Espírito Santo, 2010-12-02) Fernandes, Flávio Palhano; Zanotelli, Cláudio Luiz; Scarim, Paulo César; Bitoun, JanThe inclusion of popular participation in planning and managing of the municipal urban space in the country is a recent conquest, which is a result of the struggle of many social activisms to improve the Urban Reform. It is under this context that this study focuses on the process of popular participation in the working out of Municipal Master Plan (Plano Diretor Municipal - PDM), a requirement from the federal law 10.257/2001, known as the City Statute. The implication of this work will be done through a case study of the development of Cariacica´s PDM. Cariacica is a city with approximately 350,000 inhabitants, it is part of the Região Metropolitana of Grande Vitória in Espírito Santo. For the accomplishment of this work we adopted as methodology some indicators of qualitative performance proposed by SOUZA (2006), to analyze the opening degree to the participation of the resident population of Cariacica throughout the drafting of the PDM and the consistency of such participation. Through interviews and study of documents/reports we made a rebuilding the process of inserting the population over the development of the PDM since the initial discussion until the debate in open court, and subsequent referral to the City Council. As result, overall, the analysis from the qualitative indicators showed low, and sometimes moderate consistency and ambition level of opening to the participation of Cariacicas´s resident population during the development of PDM, which lead us to question the real popular participation, and its profits, in the master plans made in the country. If on one hand the City Statute brought for the debate the importance of popular participation in the development of PDM, the case of Cariacica demonstrated that there is still an important part of the way to go in order to create a participatory space effectively to make a territorial planning that enables gains in favor of a more fair city. In the end, we intend that this study contributes to the improvement of the future routines of popular participation in the city, considering the potential of this participation beyond its limitations.
- ItemA cidade sob o olhar da periferia : aspectos do cotidiano dos moradores do Morro dos Alagoanos(Universidade Federal do Espírito Santo, 2010-12-07) Barros, Ana Maria Leite de; Zanotelli, Cláudio Luiz; Mendonça, Eneida Maria Souza; Campos, AndrelinoThis work looks forward to understand some aspects of Morro dos Alagoanos, community which belongs to Caratoíra neighborhood (Vitória/ES), especially regarding its insertion in the city as a living space. Initially is discussed the importance of the scale achieved by the urbanization in the contemporary world, as a way to understand, how Morro dos Alagoanos was born and its occupation consolidates, inserted in the urban expansion process of Vitória city. However, the priority is the discussion related to the informal urbanization, first contextualizing this process in Brazil and after in the Vitória city, because the starting of the occupation which formed Morro dos Alagoanos is inserted in the process that resulted in the creation of the Vitória suburb from residential spaces constituted informally. In a second step, the work proceeds clarifying the choice of a neighborhood as a spatial cutoff for the research development, since it is not only one of the subdivisions which compose the city, but it is the place in which the relations between inhabitants, living place and the city, are established in a more direct way. For this purpose are also discussed some key concepts to comprehend everyday relations of the neighborhood inhabitants with its living place. Third part of the work takes care fundamentally of the Morro dos Alagoanos community, seeking to build the historical path of its formation, the current status of the community, especially regarding to the relations that the residents establishes everyday among themselves and with the place, which is more evident in a complex community, experienced and considered from many different forms, in the joy and in the fatigue of everyday life of its residents as well as in its reflection on their place in the city.
- ItemA criação dos Comitês de Bacias Hidrográficas dos rios Jucu e Santa Maria da Vitória : perspectivas e desafios da gestão hídrica capixaba(Universidade Federal do Espírito Santo, 2011-04-29) Oliveira, Regina de Marchi Lyra; Castiglioni, Aurélia Hermínia; Coelho, André Luiz Nascentes; Vianna, Pedro Costa GuedesIt examines the process of creating the Watershed Committees Jucu rivers and Santa Maria da Vitoria, which are located in the metropolitan area of Vitoria in Espirito Santo State, highlighting the current status of these Committees and their future prospects. This region is considered socio-economically and environmentally strategic due to the fact that the rivers Jucu and Santa Maria da Vitoria are responsible for supplying water for the population, the industries and also for agricultural irrigation, as well as the maintenance of the ecosystems that depend on them. The watersheds included in these committees include the territorial extent of ten municipalities in the Espírito Santo state. The Committees discusses issues regarding state and federal legislation, especially those concerned about decentralized and participatory management of water resources. It also realizes a detailed study of Laws No. 9433/97 and No. 5.818/98, which established the creation of River Basin Committees, something new in the state of Espirito Santo. Documentary and field research showed that the two basins have a high state of degradation, which in turn highlights the importance the Committees have in managing the two basins. The results show that the Watershed Committees of the rivers Jucu and Santa Maria da Vitoria need to enhance their operational structure, since they were created around the year 2000. This structure will only be effective when: the Government sector, the users and the civil society organizations that are present in the Committees become aware of the power they have; the instruments of grants and charging for water use are in place; the members of the collegiate are capacitated and granted access to information and data on the watershed system; when the members start to work together on the creation of inclusive public policies; and lastly, when the members engage in the development of a democratic management of water resources.

Serra belongs to the set of cities (seven), that compound the Vitória’s metropolitan area, in Espírito Santo. According to Serra City Hall, Chico City isn’t taken account as an official neighbourhood. However, due to its own local history, and its habits to be different from other close to that area, we will consider Chico City as a regular neighbourhood. Chico City is located close to an important sub center of Vitória’s metropolitan area (Laranjeiras), with a current growth in real estate and tertiary sector, then nowadays this place has been target of interest for real estate developers, encouraged by City Hall. The purpose of this work is analyze the different groups living in the same area, Colina de Laranjeiras, and its effects. In addition, this study also investigate the local modifications in the last years, emphasizing the Chico City area that to be in a current property market improving. The main methodology used was composed by related literature review, Serra’s City Hall document analysis and dwellers interview. Throughout these interviews it was possible to scrutinize the Chico City dweller’s everyday life, as well as, its area modification. In addition, some Serra’s City hall employees were interviewed. In spite of the small distance, is rare to find a neighbourhood’s relationship among dwellers of these two places, Colina de Laranjeiras and Chico City. It happens due to the social differences, especially in cultural and economical aspects. In addition, as Colina’s population frequently is wealthier, it relationship implies in a domination on Chico City`s population. However, different from expected, the Chico City population consider Colina de Laranjeiras’ presence as a good thing, because they frequently attribute the improvements area to theirs neighbourhood, instead of local popular movement.

- ItemDelimitação da área de influência direta de hipermercado utilizando diferentes modais : o caso do Carrefour Vitória(Universidade Federal do Espírito Santo, 2011-08-04) Tavares, Jonivane; Faé, Maria Inês; Castiglioni, Aurélia Hermínia; Soares, Beatriz RibeiroThe methods of area delimitation affected by Poles Generators of Travels (PGT) are generally concerned to shopping centers, whose customers access the pole by car. This work, in turn, aims to adapt one of these methodologies to the supermarket sector, considering different modes of transport. Correa´s (1998) methodology was adjusted to a case study in the Carrefour hypermarket Vitoria. The data used was obtained through interviews to the hypermarket customers, and complemented by the origin and destination data held in 2009 in the Metropolitan Region of Great Vitoria (GVMR), Espirito Santo. The Geographic Informations System ArcGIS 9.3 was used to determine the areas of influence of the hypermarket for customers using car, bus or accessing the pole by foot. The results obtained using the adapted methodology show that the percentage of customers inside the limits of the area of influence of the hypermarket was satisfactory, since it embraces a number of customers higher than the results obtained by Correa´s (1998) methodology. As regards the customer´s characteristics, women are predominant among the clients, they access the pole on foot or by bus, while men mainly use the car. A high amount of customers come from the South and West neighborhoods. In the determination of the areas of influence of the hypermarket, linear regression results showed that the time variable spent by the clients between their origin and the pole is more significant than the distance. The adapted methodology is likely to suit other studies with data availability limitations.
- ItemA redefinição funcional do Centro de Vitória (ES)(Universidade Federal do Espírito Santo, 2011-08-17) Gonring, Rafael; Campos Júnior, Carlos Teixeira de; Reis, Luís Carlos Tosta dos; Carpintero, Antonio Carlos CabralFrom the analysis of urbanization and construction of the city of Vitoria (ES), initiated in the 1950s, the study addresses the redefinition of functions in Victoria’s Downtown, which has culminated in changes in this area until the present day. The work examines the role that the Downtown had at different times of the evolution of the city, primarily through the influence of the economy based on coffee exports through the Port of Victoria, when the phenomenon of spatial centrality contributed to classify this region as the core polarization of urban agglomeration. In a second step, there was the influence of the economy related to industrial activity, which resulted in the expansion of the city from the industrialization process oriented to foreign trade. Following the trend of decentralization of urban functions, the Capital has reached its most impressive development through the performance of real estate construction, responsible for urban development of the city mainly from the process of vertical constructions. The study also shows how the real estate growth toward the area north of the city becomes important to understand changes in the Victoria’s downtown from significant changes in functions related to the tertiary sector of the central space: the politicaladministrative structure of public power, the service sector, the retail trade sector and the financial sector. To meet the objectives proposed, the work is developed based on literature research about the city and in a field study conducted at its core. The results demonstrate the decreasing importance of the Downtown for Victory at the expense of new centers that are developing in the capital and in other areas of the metropolitan area, and a reset function whose scope is reflected in the changing profile of the core, which needs to be adequate for the needs of current urban development.

To this end, based on analysis of the coastal space organization, we sought to identify, characterize and delineate the potential conflicts of land, soil and water use, as well as potential chronic and accidental processes of environmental degradation and health of local populations resulting from the concentration of energetic activity. From this evaluation, a discussion is proposed about the limitations and possibilities of municipal instruments to control the use and occupation of land and the management of identified risks. Thus, as a result, the paper presents diagnoses of geographic relationships among populations and local activities as well as energetic activity in terms of risks, and pointed out flaws and possibilities of legal instruments of territorial management of technological and economic risks associated with energetic activity.

With the growth of cities, it has been transformed, replaced by the built environment and destroyed, getting loads of pollutants and surviving in small fragments. The impossibility of its recreation as it was in the past, turned nature into a rare and appropriate commodity to the market. Currently, the construction industry has explored nature over the launch of real estate enterprises as a differential of its products, recreating it as a representation of an illusory form trough signs. The Jacuném lagoon, in the city of Serra-ES, is an example of this marketing strategy. Until the 1970s, Jacuném watershed used to have low population density and poor land exploration, a situation that changes with the implementation of industry and housing that accompany it. Despite the deterioration of the last 40 years, the real estate agents sell the idea of an ecological sanctuary and direct consumption of a nature that no longer exists, but as a market construction. The fallacy is evidenced by the water quality analysis, the presence of wastewater laden with pollutants in streams that feeds it, and the high density of macrophytes on the water surface. All this facts are evidences of environmental degradation and pollution in the basin that are overlooked in favor of the market.
